Background
The Nile Basin Initiative (NBI) is an intergovernmental partnership of the riparian States of the Nile comprising Burundi, Democratic Republic of Congo, Egypt, Ethiopia, Kenya, Rwanda, South Sudan, Sudan, Tanzania, and Uganda. Established in 1999 to foster cooperation and sustainable development of the Nile River, NBI's vision is to achieve sustainable socio‑economic development through the equitable utilization of the common Nile Basin water resources. NBI has three Centres: NBI SEC (Entebbe, Uganda), NELSAP‑CU (Kigali, Rwanda) and ENTRO (Addis Ababa, Ethiopia).
Key Responsibilities
* Design and implement an objective, transparent, and fair interview process for selecting the Communication & Stakeholder Engagement Specialist.
* Prepare interview structure, questions, and practical assessment aligned with the ToR competency requirements.
* Develop draft questions, sample answers, and scoring sheets for the panel.
* Guide the interview process, provide technical expertise on the position, and support panel members during interviews.
* Collect, synthesize, and score results; prepare interview reports and recommendations.
* Consolidate all interview results, present for panel signature, and deliver a final report (maximum 3 pages).
Scope of Work (Pre‑ and During Interview)
* Review ToR and identify competency requirements.
* Develop interview structure and draft questions in confidence.
* Prepare scoring sheets and interview guides.
* Guide the panel during the interview; provide technical advice.
* Collect and synthesize scoring sheets; score oral and written components.
* Prepare and compile interview report; present and finalize on the day of the interview.
Minimum Required Qualifications & Experience
* Advanced University degree (MA) in Development/Corporate Communication, Public/Media Relations, or related fields.
* At least 10 years of work experience in Development & Corporate Communication, stakeholder, and media engagement.
* Hands‑on experience in social media engagement and public relations activities.
* Experience implementing media training workshops.
* Experience working with multilateral institutions is a significant advantage.
Competencies
* Strong leadership, managerial and coordination skills for large, multi‑stakeholder projects.
* Ability to maintain neutrality and independence.
* In‑depth knowledge of corporate communications product development.
* Excellent command of English or French.
* Understanding of political and socio‑economic context in the Nile Basin.
Level of Effort
Expected effort: 4 working days (including preparatory days and report writing).
Schedule
Process to be completed within a maximum of 4 days. Physical interviews planned for 22 July 2024 at the NBI SEC, Entebbe.
Remuneration
Consultancy fees paid at a daily rate. NBI SEC will cover travel to and from Entebbe and upkeep costs.
Implementation Arrangement
The consultant will enter into a lump‑sum contract with NBI‑SEC. The Executive Director will be the supervisor of the assignment.
