Primary objective
Support the Official Secretary (OS) by managing the daily operations of the Office of the Official Secretary (the Office) to ensure the OS
can assist the Administrator of the Northern Territory (NT) in discharging their substantive powers, and fulfil their official, ceremonial, and
civic duties. This includes overseeing the maintenance and presentation of Government House (GH), Program and Communications,
Household Services, and Estate Services areas (the Business Groups).
Context statement
The Office ensures the NT Administrator is provided with the necessary supports to exercise their statutory and constitutional
responsibilities, fulfil their official, ceremonial and civic duties and oversee management of the GH Estate.
Key duties and responsibilities
1. Provide high-level advice and support to the OS across the full scope of the role’s responsibilities and the management of those aspects
of the Office, ensuring compliance with protocol and clarity of expectations.
2. Manage a multi-discipline team in the provision of a diverse range of high-quality services to support the strategic goals of the Office
and day to day administrative operations of the Business Groups.
3. Ensure the full suite of services supporting the Administrator are managed and executed to the highest standards.
4. Oversee corporate services for the Office, including its human resource, financial and ICT resources, including the provision of advice
and reports to the OS.
5. Responsible for the Office’s risk, governance and resource management frameworks, including its WHS, asset and risk registers, and
the implementation of strategies for the continuous improvement and modernisation of the work and representation of the OS on
related Committees.
Selection criteria
Essential
1. Demonstrated strategic leadership and operational management skills, with a strong focus on delivering results, guiding teams, and
providing high-level advice across complex and sensitive matters.
2. Demonstrated experience managing multifunctional work groups, within a highly complex protocol driven service delivery or similar
environment.
3. Proven ability to build trusted stakeholder relationships, communicate effectively at all levels, and apply sound judgement, discretion,
and adaptability to drive organisational success.
4. Budget / financial knowledge and management capabilities, along with the ability to extract, analyse and interpret data for reporting
purposes.
5. Demonstrated experience in the preparation and editing of high-quality documents, briefing papers and high-level correspondence,
while managing complex, sensitive and confidential issues and material.
6. Demonstrated ability to contribute positively and work independently and collaboratively to identify and resolve issues, manage
resources and provide support across a broader group, while remaining resilient in a challenging environment.
7. Experience operating at a senior level providing targeted strategic and operational advice and recommendations to senior management,
stakeholders, and clients.
8. Available outside business hours on call to respond to escalated site emergencies, to monitor social media channels or to accompany
the Administrator as required. This can include over the Christmas and New Year periods.
Desirable
1. Experience in strategic planning and risk management within a high profile environment like Government House
2. Relevant tertiary qualifications
Further information
The selected applicant must hold a current NT Working with Children Notice (Ochre Card) or the ability to obtain prior to commencement
and must be available outside of regular business hours to ensure ‘on call’ availability is provided to the OS and Administrator as needed.
The recommended applicant must not have a significant criminal history record, confirmed by a criminal history and intelligence data check
prior to selection being confirmed.
