National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole‑of‑nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum.

NEMA works closely with states and territories to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:

* Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disasters
* Have officers located across Australia, working in partnership with states and territories to support disaster‑affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters
* Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision‑making at the Commonwealth, state and local government level – including through policy development and strategy to improve risk reduction, resilience and recovery
* Provide round‑the‑clock all‑hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber‑attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework

Overview of the Branch and Section

The Business Operations, Security and Technology Branch delivers a range of enterprise enabling capabilities to improve the NEMA employee experience, boost productivity and support the effective delivery of agency outcomes.

The Security Team is part of the Business Operations, Security and Technology Branch, which supports the NEMA by providing and coordinating services related to security for the Agency.

This includes:

* Issuing identification and building access passes
* Providing advice and guidance to staff regarding their security clearance obligations
* Supporting security clearance holders' compliance with security protocols regarding overseas travel
* Enabling NEMA staff to manage visitor access by monitoring currency of the Agency's visitor management policy
* On behalf of the Chief Security Officer, issuing directions in response to security incidents and conducting security investigations as required
* Development and review of security policies and security governance arrangements in‑line with the Protective Security Policy Framework (PSPF)
* Development, implementation and review of business operations policies, procedure documents and training activities which relate to the security team
* Staff onboarding and new starter assistance, including office‑based induction


About the role

The Security Advisor is responsible for implementing operational security activities for the Agency, ensuring the Agency is compliant with its responsibilities under the PSPF and Australian Government Investigations Standards (AGIS), as well as ensuring the Agency's security culture is developed and maintained. This role also assists with proactive planning, reviewing and reporting of the agency's compliance with the PSPF, and ensures policies and procedures are in place to support the Agency's role in responding to natural disasters and hazardous events.

At times staff within NEMA may be required to work outside of standard business hours, particularly during the higher risk weather season.

Experience within the physical security and general security environments is essential, providing expertise and technical knowledge across a range of programs, providing accurate and specialised advice and ensuring knowledge of and compliance with relevant legislation and policy frameworks, including the PSPF.

Specific duties/responsibilities

* Provide security advice for complex procedural, operational and business support in accordance with policy and procedures
* Conduct quality assurance activities and security inspections
* Develop and implement procedures and policies that assist in identifying, assess and report security incidents and issues to the appropriate authority
* Work closely with the Assistant Director to ensure the Agency is monitoring alarm systems and responds to alarms as appropriate
* Assist with investigations into security incidents
* Contribute to the development and delivery of physical security training and guidance as required
* Build and sustain effective working relationships with team members and stakeholders
* Provide first response to emergencies on site and liaise with emergency services regarding safe entry onto agency premises
* Undertake procurement and contract management activities compliant with the Commonwealth Procurement Rules
* Develop, implement and review corporate policies and training activities related to the above responsibilities


Role requirements/qualifications

* Ability to hold and maintain an NV1 level security clearance
* Demonstrated knowledge of the Australian Government's PSPF
* Previous experience managing electronic security systems including Gallagher, Electronic Access Control and Pass Office functions
* Requisite skills and ability to manage competing priorities, time, and an ability to work closely and collaboratively with internal and external stakeholders to achieve team expectations
* Demonstrated ability to use information technology including relevant professional experience, knowledge and skills
* Excellent written and verbal communication skills
* Quality assurance, monitoring and compliance
* The ability to identify and resolve complex issues quickly and escalates as required
* Excellent relationship‑building skills and the ability to communicate effectively with people at all levels
* Training/qualifications related to government security, governance, procedures or business continuity would be highly regarded

Eligibility and Specific Conditions of Employment

* Obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance
* Satisfy a probation period (if applicable)
* Undergo a health assessment (if applicable)
