The Job:

Working with the Open Space Lead, the Tree Management Officer provides high level customer service and ensures the delivery of quality maintenance services of Council's tree assets. This includes, but is not limited to, the following key activities:

* Contractor supervision.
* Customer enquiry response and proactive engagement.
* Coordination of reactive tree maintenance and management responses.
* Coordination of the street tree maintenance and tree planting programs.
* Management of the tree asset layer on Council's Arc GIS Platform.

Key Duties and Responsibilities:

* Supervise Council's tree and verge management programs, including tree planting, establishment, pruning, watering, maintenance, and removal works.
* Undertake contract administration activities relating to period contracts relevant to tree maintenance and planting.
* Ensure reactive maintenance activities relating to tree assets are completed in a timely manner, including the coordination with contractors and internal stakeholders.
* Assist the Open Space Team Lead and the Open Space Officer to undertake and record inspections of open space and associated assets.
* Apply knowledge and skills in decision making and action within delegated authority.
* Document and monitor services levels and performance outcomes relating to tree maintenance and customer service.
* Identify, recommend, and implement improvement opportunities.
* Coordinate and undertake procurement activities relating to services, projects, and programs.
* Provide customer focused service to clients (internal and external), ensuring accurate and complete complete administrative processes, data entry, record keeping and document management.
* Provide efficient and courteous responses to customer enquiries in accordance with City of Palmerston's Customer Service Charter and coordinate reactive works as required.
* Manage all works to ensure compliance with relevant legislation, policies, procedures, contract specifications, Australian Standards and Work Health and Safety (WH&S) requirements.
* Prepare project plans and deliver minor capital works (<$100,000) projects for tree planting and maintenance programs.

What the Council is looking for

* Trade qualifications, in arboriculture, horticulture or related discipline, or demonstrated experience in Council administration systems and/or open space management.
* Demonstrated experience in delivery of minor projects and / or public open space management.
* Experience in undertaking procurement processes and contract administration.
* Sound understanding of Occupational Health and Safety procedure and practice.
* Ability to identify and implement continuous improvement opportunities.
* Ability to collaborate effectively with diverse stakeholders including residents, community groups, contractors, and other internal and external stakeholders.
* Demonstrated persuasive communication skills with the ability to resolve complex issues.
* Effective written skills, including report writing, contract documentation and correspondence.
* Intermediate level of competency in the use of Microsoft Office suite including spread sheets.
