Transportation Infrastructure Program Manager
BREVARD COUNTY BOARD OF COUNTY COMMISSIONERS
Pay rate: $150,000 and up. Actual salary negotiable based on experience and qualifications.
CHARACTERISTICS OF THE CLASS:
Under general direction, performs skilled administrative work, planning, implementing, and directing complex projects and services provided by the County's Road & Bridge Program, including Maintenance, Construction, Landscape, and Heavy Equipment Fleet divisions. Supervises professional, technical, and clerical staff.
EXAMPLES OF DUTIES:

* Plans, organizes, directs, and coordinates activities of supervisory personnel across divisions of the Road & Bridge Program.
* Monitors program progress, resolves issues, and initiates corrective actions to ensure project and goal completion. Develops contract specifications and oversees vendors and contractors for compliance.
* Prepares and manages the program budget, including forecasting, expenditures, and cost control, ensuring activities stay within budget and policies.
* Conducts research, prepares technical reports, and develops recommendations for program improvements, policy revisions, and service delivery methods.
* Assists senior staff in developing and delivering presentations.
* Provides support to the Board of County Commissioners, county leadership, and public officials regarding program matters.
* Participates in management and administrative meetings for information exchange.
* Coordinates community outreach and social media efforts related to program projects.
* Collaborates with engineering staff, consultants, external agencies, and the public on capital projects.
* Develops and monitors key performance indicators to improve efficiency and effectiveness.
* Formulates long-term projects and programs for infrastructure maintenance, establishing priorities and budgets.
* Responds to inquiries and concerns from the public and stakeholders.
* Oversees employee activities, including hiring, training, performance evaluations, and disciplinary actions, in accordance with policies and agreements.
* Works with safety and environmental coordinators to develop and enforce safety policies and emergency protocols.
* Inspects road maintenance and construction projects periodically and during special conditions.
* Schedules and leads staff meetings to coordinate activities, set goals, interpret policies, and plan operations.
* Provides oversight for emergency response and recovery, including training, planning, and coordination with emergency management agencies.
* Performs related duties as required.
REQUIREMENTS: EDUCATION AND EXPERIENCE:
* Bachelor's degree in Civil Engineering, Business Administration, Construction Management, or a related field, plus nine (9) years of progressive experience in transportation infrastructure maintenance and construction, including five (5) years in a supervisory or managerial role.
* Equivalent education and experience may be substituted on a year-for-year basis.
* Master's degree in Public Administration, Organizational Management, or Leadership is preferred. Local government experience is a plus.
OTHER REQUIREMENTS:
* Valid Florida Driver's license and ability to obtain and maintain it.
* Within nine (9) months, obtain FDOT Intermediate Maintenance of Traffic (MOT)/Temporary Traffic Control (TTC) certification.
* Within twelve (12) months, complete FEMA Incident Management System certifications (ICS-100, ICS-200, G300, G-499, ICS-700, ICS-800).
* Ability to respond to emergency calls 24/7, including nights, weekends, and holidays.
* Must perform emergency duties during disasters as directed.
KNOWLEDGE, SKILLS, AND ABILITIES:
* Thorough knowledge of transportation infrastructure maintenance, construction, and management principles.
* Proficiency in engineering principles, project management, and organizational leadership.
* Skilled in using GIS, AutoCAD, remote sensing software, and Microsoft Office Suite.
* Understanding of applicable laws, regulations, and safety practices.
* Strong policy development, analytical, reporting, and communication skills.
* Ability to lead teams, manage projects, and foster effective working relationships.
PHYSICAL REQUIREMENTS:
* Light physical work.
WORK ENVIRONMENT:
Primarily office-based with site visits, exposure to outdoor conditions, machinery, and potential hazards.
