Council Structure

Position Objective

The Community Development Officer is responsible for strengthening community capacity, engagement,

and wellbeing across the Flinders Shire. This role supports the planning, coordination and delivery of

community programs, events, partnerships and projects that enhance social inclusion, cultural vitality,

and local resilience. Working closely with community groups, service providers, and internal

stakeholders, the officer will identify opportunities, secure funding, and foster collaborations that

contribute to the liveability and sustainability of the region.

Key Responsibilities

Community Engagement & Development

* Engage with community groups, residents, and stakeholders to identify local needs, strengths, and

opportunities for social development.
* Support and build the capacity of local organisations, volunteers, and networks to deliver

community-led initiatives that align with Council's Corporate Plan and Community Action Plans.

Arts and Cultural Development

* Develop, implement and support arts and cultural programs, events and projects that celebrate the

region's identity, heritage, and creativity.
* Foster participation in arts and cultural activities across all demographics, with a focus on inclusivity

and accessibility.
* Collaborate with artists, schools, Indigenous groups, and cultural organisations to promote creative

expression and storytelling.

Program and Event Coordination

* Plan, deliver and evaluate community events and initiatives, including festivals, public art

installations, workshops, and exhibitions.
* Coordinate logistics, budgets, promotion and risk management for events and activities.

Funding and Grant Support

* Identify and pursue grant funding opportunities to support community, arts, and cultural

development.
* Assist community groups with funding applications and provide support in managing grants and

reporting requirements.

Partnerships and Stakeholder Engagement

* Establish and maintain strong partnerships with government agencies, non-profits, artists, and

community stakeholders to leverage resources and expertise.
* Represent Council in community forums and working groups as required.

Strategic Planning and Reporting

* Contribute to the development and implementation of Council's community development and

cultural strategies, ensuring alignment with the Corporate Plan and Community Action Plans.
* Monitor and report on program outcomes, community feedback, and performance indicators.

Communication and Promotion

* Promote community and cultural initiatives through a range of communication channels, including

social media, newsletters, and local media.
* Prepare clear and engaging content to highlight community stories and successes.

General

* Ensure general administration and records management requirements are met in accordance with

Council policy.
* Provide courteous and professional customer service to internal and external customers, conducting

all transactions ethically and efficiently.
* Contribute positively to a supportive, team-based work environment; participate in team meetings

and training sessions as required.
* Ensure requests are acted on and reported upon in accordance with Council policy.
* Keep supervisor/manager appropriately informed on activities relevant to the role, highlighting any

issues likely to impact Council operations or public relations.
* Maintain a personal time management system to meet deadlines and provide due notice to other

staff for their planning needs.
* Actively promote the organisation's values among staff.
* Participate in identifying, recommending, developing, and implementing measures to improve

efficiency and effectiveness in task delivery.
* Consistently complete allocated tasks to a high standard and within agreed timeframes.
* Undertake other tasks as required within the scope of competency and role level.

Corporate Responsibilities

All employees are bound by the Queensland Local Government Act 2009 to act with integrity, and in a way

that shows proper concern for the public interest. All employees are responsible for acting in accordance

with the Flinders Shire Council Code of Conduct and other relevant policies, procedures and protocols as

may be applicable to the role.

Workplace Health & Safety

All workers have a duty to familiarise themselves with and comply with statutory and Flinders Shire Council

Work Health and Safety (WH&S) requirements, including the WH&S Management System, and WH&S

Policies, Procedures and work instructions.

In Fulfilling This Duty, Workers Are To
* Take reasonable care for his or her own health and safety.
* Take reasonable care that his or her acts or omissions do not adversely affect the health and safety

of other persons.
* Comply, so far as the worker is reasonably able, with any reasonable instruction that is given by the

person in control of the business or undertaking (PCBU) to allow the person to comply with the Work

Health and Safety Act 2011 (e.g. wearing of Personal Protective Equipment as instructed).
* Cooperate with any reasonable Policy or Procedure of the PCBU relating to health or safety at the

workplace that has been notified to workers (e.g. reporting of incidents).
* Participate in the consultation and communication processes as prescribed in the Consultation,

Cooperation and Coordination Code of Practice 2021.

Other Requirements
* This position operates from Council's Administration Office in Hughenden, however, may be

required to travel within the Local Government Area and work outside of standard business hours

to meet the requirements of the role.
* Travel (including outside of normal hours) to attend training may be required
* The incumbent must be:
* prepared to work flexible hours to meet the requirements of the position;
* willing to obtain a 'Suitability Card' to enable the incumbent to work with or supervise people

less than eighteen (18) years of age if required;
* medically fit and physically capable to meet requirements of the position;
* Prepared, if required, to undertake a medical assessment by Council's medical practitioner;

and
* Prepared, if required, for Council to undertake a Criminal History Check

Organisational Relationships and Delegations

Internal: Community Services & Wellbeing Team and other portfolios across Council

External: Community groups, general public, government departments, contractors, suppliers, sporting

groups and other Local Government regions

Delegations: The Community Development Officer – Arts & Culture works under limited direction, has the

skills to manage time and organisational priorities. This position has delegated decision making and

purchasing authority in accordance with Council's Delegation Register and Procurement Policy.

Selection Criteria

Essential
* Demonstrated tertiary qualifications in community development, social sciences, arts management,

or a related field, and/or significant relevant experience in community development and cultural

program delivery within a local government or similar environment. Demonstrated tertiary

* Proven ability to engage effectively with diverse community groups, including Indigenous

communities, local artists, volunteers, and stakeholders to identify needs and deliver inclusive

community programs.
* Strong skills in coordinating community programs and events, including budgeting, logistics,

promotion, risk management, and evaluation.
* Demonstrated experience in identifying grant opportunities, preparing funding applications, and

managing grant-funded projects with reporting and compliance requirements.
* Well-developed written and verbal communication skills, including the ability to prepare engaging

content, deliver presentations, and maintain effective relationships with a variety of internal and

external stakeholders.
* Competency in general administrative duties, records management, time management, and

working within a team environment while demonstrating initiative and accountability.
* Commitment to providing courteous, ethical, and efficient customer service to both internal and

external customers, upholding the values and standards of the Council

Desirable

* Experience in planning, coordinating, and supporting arts and cultural projects, events, or initiatives

that promote community participation and celebrate local heritage and identity.
* Current CPR and First Aid certificate, or willingness to obtain.
* Current C Class drivers' licence.
