Role Purpose and Objectives
The Infrastructure Services Department is responsible for the provision of major projects and services across a broad range of areas within Council's overall operations. This position plays a key role in contributing to the success of the Infrastructure Services Section. Under the direction of the Coordinator Civil Construction, the Construction Team Leader supervises the Construction team and ensures they have the tools and support to carry out daily duties. This role will ensure there is a daily, weekly and monthly plan to make sure that the team is able to fulfill community expectations and team goals.
Key Selection Criteria
Qualifications and experience
* Sound knowledge of current Work Health & Safety Legislation and requirements.
* Strong understanding of traffic control procedures (AS 1742)
* Knowledge of Council operation, policies and procedures.
* Knowledge of civil construction principles and civil construction plant.
* Knowledge of contractor management.
* Ability to perform maintenance on community-based assets.
* Knowledge of environmental protection work practices.
* Sound computer, written and oral communication skills.
* Experience in the safe operations and general maintenance of a variety of construction plant, including but not limited to: grader, truck and trailer (variety of sizes), excavators (variety of sizes), skid steer, rollers, back hoes and water cart.
* Experience in final trim grader operations to prepare the surface of the road to design levels and to provide an appropriate surface for bitumen sealing and safe use by traffic.
* Experience in project management.
* Experience in managing small teams, coordinating contractors and projects.
* Experience in preparing civil project estimates.
Licenses & mandatory requirements
* Current HC Driver's License
* Certificate III Civil Construction or equivalent
* Licenses or evidence of competent use of the following equipment is desirable however not essential: trucks (variety of sizes), excavators (variety of sizes), skid steer, rollers, back hoes, water cart and graders.
Roles and Functions
* Investigate or coordinate the investigation of hazards and incidents within their team to identify reasonably practicable controls measures.
* Actively participate and encourage preventative WHS strategies, audits, team meeting discussions and training, and support the WHS Committees as practicable.
* Consider WHS in recommendations made to the Executive Leadership Team and Council.
* Report work related injuries to the Internal RTW Coordinator as soon as reasonably practicable and assist injured workers in the RTW process.
* Implementing, maintaining and monitoring the Work Health and Safety & Injury Management Plan within their area of responsibility.
* Being aware of KPIs that have been set by management & assisting with completion.
* Providing information to employees through team meetings in relation Work Health & Safety.
* Conducting hazard inspections at all relevant workplaces in accordance with the Workplace Inspection Checklist.
* Ensuring risk assessments are conducted and recorded for all identified hazards, or prior to the implementation of new work practices, hazardous substances, or plant. Also, as required, assisting or participating in the carrying out of risk assessments on identified hazards.
* Ensuring that no employee is required to undertake a task without first receiving training in the safe method of work, or adequate safety instructions.
* Ensuring all new employees and internal transfers are given job induction training.
* Enforcing the wearing of all required personal protective equipment (PPE) and ensuring that the PPE is worn correctly and is suitable for the duties being undertaken.
* Ensuring a high standard of housekeeping is maintained within their area of control.
* Ensuring that no hazardous substance is purchased or used without first carrying out a risk assessment and gaining approval from the authorized person.
* Ensuring all employees under their control are aware of first aid locations, fire protection facilities, evacuation and other emergency procedures.
* In liaison with the Work, Health, Safety & Risk Coordinator, implementing rehabilitation procedures and facilitating early return to work for injured employees. Also assisting with the identification of positions that are suitable for rehabilitation placements.
* Attend Work Health and Safety committee meetings as required.
