Indigenous Business Australia (IBA) is a commercially focused organization that drives financial inclusion and economic empowerment for Aboriginal and Torres Strait Islander people.

The Manager, Procurement role plays a key part in the agency's strategic objectives. This position ensures compliance with the Public Governance, Performance and Accountability Act 2013, while driving value-for-money outcomes and strong governance.


Job Description

This senior procurement role leads the development and implementation of procurement and contract management frameworks to support IBA's strategic objectives. The successful candidate will be responsible for ensuring compliance with relevant legislation and regulations, as well as driving business value through procurement processes.

The ideal candidate will have extensive experience in strategic procurement and contract management, including experience with Commonwealth Government procurement frameworks and Indigenous Procurement Policy (IPP). They will also possess excellent policy development, board reporting and stakeholder engagement skills.

A Bachelor's degree or higher in a related field such as Business, Commerce or Law is required, along with 5+ years of experience in a similar role. The candidate should also demonstrate a strong understanding of Indigenous cultures and societies, as well as the ability to communicate effectively with Indigenous staff.


Key Responsibilities:

* Develop and implement procurement and contract management frameworks to support IBA's strategic objectives
* Ensure compliance with Public Governance, Performance and Accountability Act 2013 and other relevant legislation
* Drive business value through procurement processes
* Manage high-risk, high-value procurement projects
* Develop and maintain relationships with stakeholders, including Indigenous Australians and government agencies


Requirements:

* Bachelor's degree or higher in a related field such as Business, Commerce or Law
* 5+ years of experience in strategic procurement and contract management
* Experience with Commonwealth Government procurement frameworks, including PGPA act and other governmental agency requirements
* Demonstrated ability to manage high-risk, high-value procurement projects
* Experience with Indigenous Procurement Policy (IPP)
* Excellent policy development, board reporting and stakeholder engagement skills
