BASIC FUNCTION:
Manages a portfolio of projects for design and construction purposes funded by ESD. Reviews project budgets and schedules, providing feedback to ESD staff and funding recipients. Audits design and construction requisitions for payments and ensures compliance with funding agreement terms. Interacts with ESD staff and funding recipients to meet project requirements. Travels to project sites in NYC, LI, and Mid-Hudson Regions of NYS for meetings and walk-throughs to verify progress.
WORK PERFORMED:
* Checks and monitors work in progress against agreements, schedules, contract documents, and project plans.
* Manages project documentation according to ESD procedures.
* Reviews funding requisitions for validity; recommends approval or disapproval.
* Coordinates documentation collection from ESD staff and funding recipients for efficient funding.
* Attends pre-construction meetings to familiarize developers, architects, and contractors with ESD procedures.
* Provides advice on budgets, schedules, change orders, and disputes.
* Reviews and approves monthly payment requisitions based on work completion.
* Inspects contractor work for compliance with agreements, contracts, and standards.
* Possesses knowledge of construction industry standards and practices.
* Assists ESD staff across departments on design and construction matters.
MINIMUM REQUIREMENTS:
Education: Degree in Architecture, Engineering, or Construction Technology preferred. 10 years of relevant experience can substitute for a degree.
Experience: Minimum 5 years as Construction Site Representative, Architect's Representative, or Construction Superintendent on multi-million-dollar projects. Experience in scheduling, cost reviews, payments, and coordination. Each year of higher education leading to a degree may substitute for one year of experience, up to four years.
Knowledge: Ability to interpret contract plans and specifications, cost estimating, materials, techniques, and building standards.
