About the role: The Covert Services Division is seeking a conscientious and considered professional to lead a small, highly specialised team responsible for the administration of Victoria Police's assumed identity program. In this role, you will support covert operations and capabilities by performing and supervising activities, process, and tasks necessary to operationalise the Crimes (Assumed Identities) Act 2004. You will develop subject-matter expertise in this legislation and associated Victoria Police policies, and act as a key point of contact for Victoria Police employees seeking to obtain authorities, exercise powers, and discharge responsibilities under the Act. You will have opportunities to contribute to and influence continuous improvement initiatives aimed at strengthening Victoria Police's assumed identity program. These may include legislative, policy, and strategic reforms, as well as enhancements to business processes, reporting, and information technology systems. As Team Leader, you will report to and support the Unit Manager in the management and administration of assumed identities. The successful applicant will be required to obtain and maintain an appropriate security clearance, work within a secure environment, and manage highly confidential information relating to Victoria Police's covert capabilities. Your duties will include: Supervising, actively managing, and supporting a small specialist team to achieve effective and compliant program outcomes Supporting the Unit Manager in the delivery of strategic and operational priorities as directed by command and executive leadership Leading the administration and application of the Crimes (Assumed Identities) Act 2004 and associated Victoria Police policies, including providing clear and authoritative guidance to internal and external stakeholders Identifying emerging trends, risks, and compliance issues relating to the use and management of assumed identities, and recommending appropriate mitigation strategies Preparing high-quality reports, briefs, and correspondence relating to the Crimes (Assumed Identities) Act 2004 and other work unit functions Building and maintaining effective working relationships with state and federal law enforcement and intelligence agency stakeholders in relation to the use and management of assumed identities About You: The successful candidate will ideally have the following skills and experience: Essential Excellent written communication skills, with the ability to produce clear, accurate, and professional documentation Demonstrated ability to manage competing priorities and deliver outcomes in a dynamic work environment Proven capability to convey specialist concepts, advice, and solutions clearly to clients, staff, and a range of stakeholders with differing understanding and interests Ability to work collaboratively and cohesively within a small, specialist team Highly desirable but not essential Current or recent experience in people management or team leadership Background in education, training, or training and assessment Experience developing and implementing reporting, workflow and/or process solutions using Office 365 products, including Power Automate and Power BI Experience interpreting and applying policy and/or legislation in a professional setting Experience contributing to the development, maintenance, and continuous improvement of governance frameworks, strategic policy, or projects within a defined area of expertise Further Information: One (1) x full-time, ongoing position available. This position is located at Victoria Police Centre, 311 Spencer Street, Docklands. The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head.
