Overview

Australian Signals Directorate – Darwin NT

Shoal Bay Receiving Station (SBRS) based in Darwin is a remote intelligence facility managed by ASD. Working at our sites offers a unique and challenging work environment where experienced public sector professionals work alongside highly skilled technical experts to achieve exciting outcomes for ASD.

Due to the unique nature of the work conducted at this location, staff may be provided the opportunity to obtain a range of additional qualifications including construction cards, truck and forklift licences.

The role will be accountable to perform and achieve complex procedural, operational, administrative and business support work within an integrated workforce. They are accountable to ensure they have knowledge of and compliance with legislative frameworks, government decision-making and ASD's mission and policy requirements. You will be required to work closely with other capability equity owners and other areas across the organisation.

As an EL1 ICT Development Manager, you will lead an integrated, multidisciplinary team responsible for developing and delivering complex technical and ICT-enabled capability outcomes. You will drive planning, governance, risk management, and reporting across the Capability Life Cycle, ensuring systems and solutions meet organisational standards, quality expectations, and security requirements.

This role requires strong leadership in systems development, technical integration, agile delivery, and resource coordination. You will provide direction across all phases of technical project work, ensuring capability is delivered effectively, securely, and to the expected standard.

This will entail:

* Leading system development practices that support iterative and agile ways of working, including the continuous refinement of schedules, deliverables, and team workflow.
* Overseeing the delivery of ICT and technical capabilities, and maintaining proficiency with project management tools including risk management, quality assurance, procurement, cost modelling, test and evaluation, resourcing, acquisition strategies, and post-implementation reviews.
* Setting policy and driving adherence to systems development standards, ensuring alignment with organisational governance frameworks.
* Leading activities to ensure security and privacy are integral across all systems development and integration activities.
* Identifying and managing the resources required across all stages of systems development and technical project delivery.
* Ensuring that technical, financial, and quality targets are met throughout the project lifecycle.
* Maintaining and communicating a clear vision of system development outcomes, capability benefits, and strategic objectives.
* Translating complex business, user, and technical requirements into structured plans and actionable delivery roadmaps.
* Scheduling and coordinating resources, and monitoring performance across cost, schedule, quality, and benefits metrics.

Eligibility

Australian Citizenship - Applicants must be an Australian citizen. Only in exceptional circumstances can this requirement be waivered.

Organisational Suitability Assessment – The preferred applicant will be required to undergo an Organisational Suitability Assessment (see Organisational Assessment section).

Security Clearance - It is a condition of employment that applicants are willing and able to obtain and maintain the requisite security clearance for the duration of their employment with ASD.

Health Assessment - The preferred applicant may be required to undergo a medical examination conducted by the Agency's preferred medical provider.

Notes

Desirable Qualification, Experience or Training

Demonstrated experience in ICT System Development, project management and understanding of the Capability Life Cycle within the Defence Portfolio or similar Government environment is desirable.

Experience in the following:

* ICT System development and integration
* Budget management and budget control
* Schedule management
* Project risk, compliance and assurance

Experience in the following:

* Capability management and / OR capability acquisition
* ICT and Software projects
* Data Management projects

Professional or industry qualifications in the project management field will be highly regarded such as Prince2, PMBoK, MSP, P3O, SAFe agile, PROSCI, Certificate IV in Procurement and Contracting, tertiary qualifications in Business and/or Project Management.
