**Who we are**
The Department of Agriculture, Fisheries and Forestry works to enhance our agricultural, fisheries and forestry industries. We create new and maintain existing agricultural export opportunities, to provide gains for Australian agriculture. We manage biosecurity risks to Australia to protect our multi-billion-dollar agricultural industries and our way of life.
**The division**
The Compliance and Enforcement Division (CED) within the Biosecurity Operations and Compliance Group delivers regulatory outcomes that protect Australia from risks to our biosecurity and trade systems. Informed by both science and intelligence, we set controls and deliver assurance activities to increase compliance with legislation; and respond appropriately and proportionately to any breaches. We work with internal and external stakeholders across the regulatory continuum, responding to known and emerging risks to safeguard Australia's agriculture, economy, trade, and way of life.
CED comprises 3 branches and 2 streams:
The **Investigations Branch **undertakes specialised activities that support the department in the performance of its regulatory responsibilities. The branch conducts intelligence informed investigations into serious non-compliance of portfolio legislation, utilising the full suite of regulatory sanctions available to the department, including criminal prosecution, civil sanctions and administrative actions.
The **Operational Intelligence and Coordination Branch **is responsible for assessment, intelligence, operational coordination and responding to non-compliance for CED. The branch provides profiling and targeting capability to determine vulnerabilities in supply chains and develops operational and tactical intelligence insights to support decision making.
The **Audit and Assurance Branch **assesses and improves compliance through the delivery of regulatory audit and assurance activities. Responsibilities include the conduct of a range of audit and other regulatory activities to manage biosecurity, imported food, export, illegal logging and other regulatory risks.
The **Approved Arrangements Stream **administers biosecurity approved arrangements that support the department in delivering against legislative and regulatory responsibilities. It establishes and maintains a system of approved arrangements to manage biosecurity risks associated with the movement of people, goods, and conveyances into Australia.
The **Capability and Engagement Stream **works across the division and department to manage biosecurity risk offshore by engaging with international governments, academics and industry to build strong and effective biosecurity controls. The stream also provides critical support divisionally to enhance business capability, through the introduction of effective and streamlined corporate, communication, governance, people and financial activities.
**The job**
As First Assistant Secretary, Compliance and Enforcement Division your duties include:
- Addressing serious non-compliance against multiple legislations utilising a suite of tools including audit and assurance activities; intelligence capabilities and civil and criminal investigations.
- Managing biosecurity risk through engaging and partnering with government and Industry stakeholders, both domestically and overseas.
- Administering more than 3000 approved arrangements nationally.
- Managing the department's Case Categorisation and Prioritisation model including chairing the Operational Coordination Committee which allocates and refers non-compliance cases.
- Leading the delivery of an integrated, secure, data driven and future proofed investigations case management system.
- Partnering with states, territories and international counterparts to manage non-compliance domestically and offshore.
- Managing a large budget, including capital investments, and delivering and managing significant capital projects and procurements.
- Providing collegiate leadership and stewardship to the biosecurity system as part of the Biosecurity Operations and Compliance Group Strategic Executive Forum.
- Managing a diverse and geographically remote and disperse workforce to be inclusive, respectful and positive.
- Managing and leading the division consistent with Work Health and Safety responsibilities and obligations, and the department's workplace behaviours policy.
- Building a capable and strong workforce that delivers on organisational priorities.
- Promoting a high-performance culture, whilst focusing on continuous improvement of employee and organisational performance and continuous communication.
