Primary objective

Provide strategic leadership and management in the development, management, monitoring, investigation and reporting of the

Northern Territory Police Force budget, provide expert advice to the Executive Director Finance, Procurement and Facilities and

ensures they are well informed and able to advise Chief Executive Officer / Commissioner for Police and Senior Executives.

Key duties and responsibilities

1. Design and deliver quality budget services and initiatives through the development, planning, negotiation and coordination of

annual budget appropriation.

2. Lead and manage the budget team, ensuring effective and efficient delivery of financial services.

3. Provide expert advice to senior executives on complex budgetary policies, strategies, and financial management matters.

4. Prepare high-level financial documents and analyse expenditure and revenue estimates for internal and external stakeholders.

5. Lead complex, agency-wide projects to enhance budget monitoring, forecasting, and financial management.

6. Develop and maintain strong working relationships and collaborative partnerships with stakeholders.

7. Monitor and review external funding agreements, liaise with external auditors as required.

Selection criteria

Essential

1. Expert knowledge of budget development, financial management strategies, and frameworks, including policy development,

resource allocation, accrual accounting principles, and the entire budget and financial management cycle.

2. High level judgement, conceptual, and analytical abilities, with the ability to identify and capitalise on strategic opportunities

for improved budget and financial performance, while adhering to operational, legislative, and regulatory requirements.

3. Demonstrated expertise in utilizing forecasting, expenditure management, and monitoring systems, with a focus on effectively

managing component costs and financial performance.

4. Proven leadership skills, with the ability to inspire and motivate teams, effectively influence others, and contribute as a key

team leader to the achievement of departmental and organisational goals.

5. Strong self-management, organisational skills, and motivation, with the ability to prioritise effectively and manage multiple

competing demands in a dynamic environment.

6. Proven integrity and initiative, with demonstrated capacity to handle confidential and sensitive issues with discretion and

professionalism.

Desirable

1. Tertiary and post graduate qualifications in law, accounting, economics, commerce or related discipline.

2. Proven experience leading multidisciplinary teams to achieve outcomes and develop the professional skills and expertise of

staff and others.

3. An understanding of internal and external issues likely to impact upon the Northern Territory Police Force.
