The ICT function operates a large and geographically dispersed, enterprise-scale environment that supports internal operations and community-facing services.
It is a unique opportunity to join a brownfield site and develop then implement a business-focused organisational-wide IT Strategy to deliver meaningful organisational and community impacts.

Role Overview
Chief Technology & Business Solutions Officer (CTO), responsible for leading the transformation of the ICT function into a strategic business solutions partner by developing a clear ICT Strategy that modernises core enterprise platforms, uplifts cyber resilience, and drives continuous improvements while making disciplined IT investment decisions aligned to organisational outcomes.
It's a transformational role requiring extensive strategic planning, patience, and resilience.
Key responsibilities include:
* IT Strategy & Roadmap – develop a clear ICT/Digital Strategy & Roadmap aligned to organisational objectives, balancing service demand, risk, and investment, while providing a practical pathway from a legacy to digital IT operating model.
* IT Team Culture Transformation – build a customer‐focused and business‐solutions partnering culture that enables business outcomes through IT.
* Organisational Structure – determine the suitability of the current IT org structure and factor into the broader ICT Strategy.
* Business Solutions – utilise current and emerging technologies (including the responsible use of AI) to deliver measurable improvements in performance, ways of working, risk posture, cost effectiveness, and end‐user/community outcomes.
* ERP – lead the stabilisation and optimisation of a partially implemented ERP program.
Responsibilities
* Strategic Leadership – on digital, data, business solutions, and emerging technologies (including AI).
* IT Strategy – develop & deliver the organisational‐wide digital, data, & business solutions strategy, including cloud, cyber, enterprise architecture, ERP, applications, etc.
* IT Operating Model – design and implement a modern digital operating model focused on business solutions and continuous improvement.
* Cybersecurity – oversee security architecture, IDAM, DR, incident response, and lead risk‐based uplift aligned to Essential Eight.
* Stakeholder Management & Consultation – form relationships with, understand, and influence a diverse range of business stakeholders.
* Team Management – lead, manage, coach, and develop a team of leaders (7 direct reports) and a broader IT team of 40‐50.
* Continuous Improvement – drive continuous improvements through evidence‐based service improvements, structured analysis, and workflow‐focused service redesign.
* Change Management – lead change management in a respectful and patient manner.
* Financial Management – oversee, manage, and forecast the ICT budget, focusing on cost optimisation and value for money spending.
Qualifications & Experience
* 10+ years of experience in IT leadership roles, leading enterprise ICT/business transformation, including ERP, cloud, data governance/analytics, and multisite 24x7 technology operations.
* Proven track record of developing and implementing enterprise‐wide IT strategies that have supported organisational objectives, technology uplift, and operational efficiency based on ITIL.
* Business solutions – demonstrated experience delivering innovative business solutions through process redesign, automation, AI, and contemporary improvement practices.
* Leadership skills – proven record of leading high‐performing teams and organisational change using contemporary, collaborative and human‐centred approaches.
* Interpersonal and communication skills – high‐impact and succinct communication skills with an ability to influence and connect with stakeholders/customers at all levels.
* Strong business acumen – ability to link technology initiatives to business objectives, successfully manage vendors/contracts, understand financials, and the commercial impact of IT decisions.
* Cybersecurity – leadership aligned to recognised frameworks including Essential Eight and ISO 27001.
* Industry experience – background in large and highly regulated and compliance‐driven enterprise environments such as government, utilities, banking etc.
* Qualifications – degree qualification in Information Technology, Business, Information Management, or related field.
