Primary objective
The Emergency Management Program leads the Department of Territory, Families Housing and Communities’ emergency
preparedness, response and recovery efforts for the agency’s business as usual functions and for the Welfare Group under the
Territory Emergency Plan. The Program Officer works to establish and maintain the agency’s readiness, response and recovery
efforts through programs of work and tasks related to planning, operations and logistics. The role includes light physical tasks and
travel across the Territory as required.
Key duties and responsibilities
1. Lead and/or action tasks and projects related to the Department’s Emergency Management Program with the purpose to enable
a consistent approach to planning, preparedness, response and recovery across the agency.
2. Provide secretariat, logistics, grants management and administrative support to Emergency Management Program.
3. Establish and maintain professional and productive working relationships with internal and external stakeholders enabling the
agency to quickly and effectively respond to emergencies.
4. Provide operational advice and support to leadership relating to all aspects of the Emergency Management program including
grant funded and contracted services.
5. Prepare quality, comprehensive and timely briefings, reports, submissions and Ministerial briefings relating.
6. Represent the Department and/or the Welfare Group in interagency and community contexts.
7. Actions and tasks as required related to disaster and emergency response that may include travel to disaster impacted areas.
Selection criteria
Essential
1. Demonstrated sound working knowledge and experience in program and/or project management including monitoring and
reporting activities.
2. Demonstrated high level organisational skills, including the ability to work under pressure and complete tasks and projects
within timeframes, work independently and flexibly, exercise initiative and strong attention to detail.
3. Demonstrated high level written communication and secretariat skills with an ability to prepare comprehensive plans, timely
briefs, ministerial correspondence and reports in tight time frames with attention to detail and accuracy.
4. Demonstrated high level interpersonal and verbal communication skills including the ability to work with a diverse range of
internal and external stakeholders to develop collaborative and reliable partnerships.
5. Demonstrated high level computer skills and proficiency in various standard office software packages and corporate systems
or the ability to acquire such knowledge.
6. Demonstrated skills in, or the ability to quickly acquire, procurement and financial skills and capability relating to emergency
7. management.
8. Demonstrated understanding of emergency management planning, response and recovery framework.
Desirable
1. Hold a current Northern Territory C Class Drivers Licence and able to travel including remote areas in the NT.
2. Qualifications in a related discipline, such as emergency management, AIIMS, project management or similar.
3. Demonstrated experience in Emergency Operations Centres and/or deployment in disaster response and recovery efforts.
