Reporting to the Regulation Manager, the Regulation Analyst is a key member of the Housing Registrar team with a high degree of autonomy and accountability for their work program. The role leads regulatory oversight, with the support of senior staff, for a portfolio of community housing providers, providing expert, evidence-based advice and exercising sound regulatory judgement in a complex and evolving regulatory environment.
The role combines detailed analytical work with broader strategic engagement. This includes interpreting performance and risk information, contributing to regulatory reporting and reform initiatives, and supporting the continuous improvement of the regulatory framework.
The Regulation Analyst engages directly with housing provider management and boards, tenants' representatives and government partners. This includes clearly communicating regulatory expectations, reviewing and testing evidence, supporting issue resolution, and determining proportionate regulatory responses based on provider risk, performance and context.
The role also plays a key part in shaping regulatory reform and improvement projects that strengthen governance and performance across Victoria's community housing providers, contributing to better housing outcomes for renters and a more sustainable sector.
The role would suit applicants with backgrounds in regulation, policy, governance, law, economics or the not-for-profit sector. Specialist financial qualifications are not required. The role offers the opportunity to apply regulatory skills in a context that delivers tangible social benefit.
Key Accountabilities
* Lead regulation of a portfolio of community housing providers under the Housing Act 1983, exercising sound regulatory judgement to identify risks and escalate matters as required.
* Assess the performance, governance and financial sustainability of housing providers, and provide clear, evidence-based advice to the Regulation Manager on provider-level and sector-wide issues.
* Interpret performance and risk information to inform regulatory assessments, contribute to regulatory reporting, and support the continuous improvement of policies, systems and business processes.
* Engage confidently with housing provider boards, executives and other stakeholders, independently or with the support of the Regulation Manager, to communicate regulatory expectations, test evidence, support issue resolution and determine proportionate regulatory responses.
* Monitor emerging risks, trends and sector developments, provide sound advice to inform regulatory decision-making and contribute to cross-government reform initiatives.
Key Selection Criteria
* Demonstrated ability to operate autonomously and deliver outcomes in a complex regulatory or policy environment, including prioritising work, managing competing demands, and taking accountability for outcomes.
* Experience or demonstrated capability in regulation, compliance, governance, risk, or a related field, with the ability to assess organisational performance and financial sustainability, exercise professional judgement, and apply regulatory frameworks to support effective decision-making.
* Sound analytical and problem-solving skills, including the ability to interpret performance and risk information from multiple sources and prepare well-reasoned analysis and recommendations.
* Well-developed written and verbal communication skills, including the ability to prepare clear, concise and persuasive advice and recommendations to senior decision-makers.
* Effective influencing and stakeholder engagement skills, with the ability to engage constructively with internal and external stakeholders and drive issue resolution while managing competing perspectives and interests.
* Good organisational and project support skills, including the ability to contribute to broader reform or improvement initiatives while managing competing priorities and delivering work to agreed timeframes.
Experience And Qualifications
* Relevant experience (2-3 years) in regulation, compliance, policy, governance or a related field.
* A relevant tertiary qualification.
