Delivering end-to-end enterprise and transformational Change Management across Council which is effectively and proactively managed and ensures that the affected business areas are engaged and involved in change activities, experience smooth personal transitions, and are supported through change interventions that drive adoption and benefits.

**Duties and Responsibilities**:
- Develop, plan, document, and deliver end-to-end Human Resource enterprise and transformational change management across Council, including change impact assessments, stakeholder network maps and analysis, change and engagement plans, communications and training materials, business readiness assessments, and adoption monitoring
- Provide implementation advice to business and project leaders on all aspects of change management delivery
- Identify the needs, expectations, and requirements of stakeholder groups
- Contribute to the hands-on development of change products for the organisation, to build broad capability in undertaking change across our people
- Support the identification of current and emerging change needs, expectations, and requirements of stakeholder groups across the business
- Understanding the organisational culture and determining how to help facilitate change across the organisation
**Requirements and Qualifications**:
- Must have experience delivering/leading the change on human resource related projects - organisational restructures, transition to a new culture and supported uplifts in capability.
- An appropriate Change Management certification e.g., PCI, APMG, Agile Change Leadership, Prosci, or demonstrated equivalent competency (essential)
- Have an empathetic understanding of how people react to change (essential)
- Proven ability to establish and maintain strong relationships at all levels of the organisation with exceptional interpersonal, written, and verbal communication skills (essential)
- Proven ability to work effectively within an outcome-focused and team-oriented environment (essential)
- Demonstrated ability to work effectively across culture, strategic, process and system change projects and programs (desirable)
- Ability to influence others and move them toward a common vision or goal (desirable)
- Familiarity with project management approaches, tools and phases of the project lifecycle (desirable)
- Current Driver's Licence which is valid to drive within Victoria
