Reporting to the Director Infrastructure and Operations, the General Manager Capital Delivery will lead the strategic planning, governance and execution of Council's capital works program. This includes oversight of the Major Projects and Project Management Office teams, and accountability for driving delivery performance, embedding a project management framework, and building internal capability. A reform program is already underway, and this role offers a unique opportunity to take it further, introducing transparency and accountability mechanisms to shift to a high performing, delivery focused culture.
The role is critical to how Townsville delivers region-defining projects such as water security infrastructure and the Lansdown Eco-Industrial Precinct. At the same time, it will manage complex challenges, including a competitive project delivery environment and a strong push for internal reform. This role will suit someone who combines technical delivery experience with emotional intelligence and a strong sense of purpose. You must be able to lead change with clarity and confidence, bringing your team along the journey.
The successful candidate will bring demonstrated experience delivering major infrastructure or capital works programs, ideally within government, construction, or consultancy environments. Relevant tertiary qualifications in engineering, project management, construction, or a related field are required. Your expertise in project governance and systems is essential, along with the ability to coach teams, shape delivery strategy, and influence diverse stakeholders. You will be both strategic and hands-on, with strong political and organisational acumen, and a leadership style grounded in authenticity, integrity and results.
