Your new role
This Local Council is seeking an experienced and professional Senior Procurement and contracts Advisor to join their dynamic team. This role is pivotal in managing procurement and contract functions, ensuring compliance with legislation and Council policies, and fostering sustainable procurement practices.
* The successful candidate will demonstrate a high level of leadership, communication, and interpersonal skills to build strong and productive working relationships.
* Work within the Shire's procurement and contract management framework, policies, and processes to ensure all contracts and procurement arrangements are administered from commencement to finalisation, in alignment with legislation and Council-approved policies.
* Coordinate tender and quotation processes in accordance with the Local Government Act 1995 and associated Regulations as the designated "Probity Officer," ensuring appropriate liaison with the Records team.
* Participate in tender, expression of interest, and quotation evaluations, providing governance direction and advice to panel members in accordance with the Council's Purchasing Policy and leading practice procurement and governance principles.
* Administer the issuance of all tender and expression of interest documentation, ensuring it meets minimum corporate standards prior to release.
* Audit contract management for the organisation to ensure alignment with current policies and organisational directives.
* Initiate, develop, manage, and review procurement and associated contract management for the Shire's term contracts and pre-qualified supplier panel arrangements for the supply of operational goods and services.
* Manage and review the annual plant management program, including preparation of the annual budget, acquisition and disposal of plant, and maintaining the Shire's asset register.
* Proactively obtain and determine possible impacts on the Shire's operations and recommend the implementation of amended processes as a result of changes to legislation, policies, and procedures.
* Actively contribute to business planning activities with a focus on continuous improvement and risk management principles.
* Participate in the development, implementation, monitoring, and review of procurement policies, procedures, and key performance indicators.
What you'll need to succeed
It is an essential requirement for this role that you are currently located in Western Australia and have previous Western Australian Local Government experience.
* Ability to interpret complex legislation
* Previous experience in the same or similar role
* Willing to obtain a National Police Certificate
