TQA Consulting is seeking a Change Lead for a 6-month full-time contract in Darwin, NT. Candidates must be based in Darwin or willing to relocate and have lived in Australia for the past 5 years.

About The Role
You will work in a legislation-driven environment, supporting senior leaders to balance compliance requirements with operational efficiency and cost objectives.
You will collaborate within the Business Readiness team to align change management with process design, communications, training, workforce planning, and benefits realisation to deliver sustainable transformation outcomes.
What You’ll Do
* Design, develop, implement and evaluate strategic and tactical Organisational Change Management (OCM) strategies and plans across multiple program streams.
* Provide expert change and workforce impact advice to support resource planning, procurement and recruitment decisions, aligned to program priorities and legislative timelines.
* Identify, assess and actively manage cumulative change impacts across concurrent program streams to minimise disruption, change fatigue and operational risk.
* Deliver reliable progress reporting and assurance using established program governance processes, tools and templates.
Essential Skills and Experience
* Extensive experience in organisational change management, delivering large-scale, complex digital and business transformation initiatives across geographically dispersed locations.
* Proven experience operating within multi-stream programs involving interdependencies, overlapping timelines, and competing priorities.
* Strong ability to develop and lead change management strategies, translating organisational objectives into operational outcomes while fostering a shared vision among stakeholders.
* Demonstrated experience driving change within legislative or regulatory environments, including interpreting policy and compliance requirements into practical impacts on people, processes, and capabilities
* Ability to balance compliance requirements with operational efficiency and commercial considerations, and clearly communicate impacts, risks, and trade-offs to executive stakeholders.
* Extensive experience managing diverse stakeholder groups across large, complex, organisation-wide transformations, including executive leadership, operational teams, and support services.
* Solid understanding of contemporary change and project management frameworks, methodologies, and tools, including structured approaches such as the PROSCI ADKAR model.
* Strong proficiency in developing high-quality correspondence and communication materials, including simplifying technical or legislative content into clear, plain English.
* Experience applying stakeholder engagement strategies and building collaborative relationships to ensure changes are effectively understood, adopted, and deliver expected outcomes.
* Demonstrated adaptability in responding to shifting priorities while maintaining focus within dynamic environments driven by continuous improvement and reform.
* Proven experience managing resistance to change, including negotiation, mediation, and resolving conflicting stakeholder perspectives.
Desirable Skills and Experience
* PROSCI Change Management certification (or equivalent modern change management accreditation), with proven practical application in complex transformation initiatives
* Relevant tertiary qualifications or recent experience in Project Management, Change Management, Human Resources, Business Transformation, or a related field.
