HAYLO People have partnered exclusively with Insurance Commission of Western Australia in their search for an Underwriting and Technical Services Manager.
The Insurance Commission of Western Australia (Insurance Commission) is a State‐owned Government Trading Enterprise that provides motor injury insurance to WA motorists and manages the self‐insurance arrangement of the Western Australian Government.
This role sits within the Government Insurance Division of the Insurance Commission which manages the WA Government's self‐insurance scheme.
The Role:
* Lead a team of Underwriters in underwriting property, casualty, financial and specialty lines.
* Lead and develop a team of underwriters, focusing on capability building, performance improvement, and structured development and succession planning.
* Collaborate with the internal teams, actuaries, clients, and key stakeholders to achieve underwriting objectives.
* Support strategic delivery by contributing to the Government Insurance Division's business plan, budget, and overall priorities in partnership with senior leadership.
* Establish and maintain underwriting standards, ensuring compliance with governance frameworks, regulations, and providing expert advice on technical and contract related matters.
* Oversee portfolio performance by identifying and managing underwriting risks, recommending strategic adjustments, and aligning practices with market trends and public policy.
* Engage key stakeholders and drive innovation by adopting emerging technologies and promoting a high performing, inclusive team culture aligned with organisational values.

* Proven ability to empower, motivate, and develop high performing teams with a focus on capability growth and navigating organisational change.
* Demonstrated leadership experience in directing collaborative underwriting teams, fostering an inclusive, respectful, and high performing workplace culture.
* Strong communication skills with the ability to build effective networks and convey complex technical information clearly and persuasively across diverse audiences.
* Advanced analytical skills, with the ability to interpret exposure data and apply actuarial and risk modelling insights.
* Extensive experience in developing and executing underwriting strategies and frameworks that align with organisational goals and respond to emerging risks and performance trends.
* Deep understanding of governance and compliance requirements, with a track record of ensuring underwriting practices meet internal policies, regulatory standards, and audit expectations.
* Commitment to continuous improvement and innovation, leveraging technology, data insights, and market intelligence to enhance underwriting effectiveness and service delivery.
