ORGANISATIONAL OVERVIEW Colac Area Health is a unique, integrated health service comprising of over 500 employees, providing Acute Care, Aged Care and Community and Allied Health Services to a catchment population of approximately 30,000. Situated on the traditional lands of the Gulidjan people, we are in the Colac Otway Shire, one of the most picturesque Victorian municipalities. POSITION SUMMARY Our Department / unit: This role is responsible in providing effective supervised day to day clinical management of both ambulatory and admitted patients/resident/clients within Colac Area Health whilst fulfilling Medical Board of Australia pre-registration training requirements. Areas of work while at Colac Area Health include Urgent Care and Inpatient Services (Acute Ward). Further unit-based orientation handbook and role descriptions are available – in summary: Primary Objectives: Urgent Care The Urgent Care Department at Colac Area Health provides a 24-hour emergency service to the Colac Otway Shire and its visitors. Treating approximately 10,000 patients a year, the department is staffed by a dedicated team of nursing professionals 24 hours a day. Medical care is provided in collaboration with our local General Practitioners, Accredited Emergency Registrars, Hospital Medical Officers, Nurse Practitioners and access to medical imaging and pathology service is available as required. Acute Ward Our Acute Ward offers a broad range of patient care for medical, surgical, midwifery and palliative admissions. The inpatient Acute Ward consists of 35 beds including Maternity Services and three dialysis chairs. The Acute Ward provides a broad range of services catering for medical, surgical, and palliative care patient admissions. The nursing staff in the acute ward bring a broad range of clinical experience to the team and are supported by a professional and customer focused team of administration staff. Colac Area Health Acute Care service strives to provide a high level of care to the community with broad and complex needs. Acute Care is supported by a committed and experienced Community Services Team that includes Allied Health, Community Nursing and Family and Community Services to provide patient centred care for individual and their families. Visiting hours for non-midwifery patients are 11.00 am-12.30 pm and 2.00 pm–8.00 pm. A patient rest period is observed from 12.30 pm-2.00 pm. ROLE RESPONSIBILITIES Provision of Clinical Care Provision of direct and indirect patient care in accordance with the relevant standards prescribed by the Medical Board of Australia, Colac Area Health, and Australian Curriculum Framework for Junior Doctors. To use the principles of evidence-based practice, and access relevant current literature in formulating management decisions. To actively understand utilise the principles of informed consent, recognising that it may need to be obtained by a senior clinician. Delivery of consumer centred care that meets best practice standards and in line with Colac Area Health requirements. Provide quality patient care using evidence-based approach and in line with Colac Area Health Policy and Procedure. Demonstrate respect for individual’s values, customs, and spiritual beliefs to ensure patient care is effective and culturally appropriate. Teamwork Establish and maintain effective communication within a multi-disciplinary team and with other relevant teams to ensure patients receive quality ongoing care. Treat patients with respect and courtesy, maintaining privacy and confidentiality. Provide clear and honest information and respect patient treatment choices. Adopt behaviours that prevents/minimises the risk of patient complaints. Patient Care Standards and Clinical Skills Management of basic life support techniques – airway management, ventilatory and circulatory support. Safely and competently perform common procedures as listed in the Australian Curriculum Framework for Junior Doctors. Professional Development Employ self-directed learning principles through identifying and addressing learning needs. Demonstrate a commitment to continuous learning. Participate in Unit Meetings and relevant health service educational sessions. Seek and provide supervision and feedback. Managing Information Liaise with legal and statutory authorities, including mandatory reporting where applicable. Demonstrate recognition of ethical complexities of medical practice and follow professional and ethical codes. Comply with legal requirements and organisational policies regarding health records and timely and accurate patient documentation. Quality and Safety Practice in accordance with of National Safety and Quality Standards, Australian Curriculum Framework for Junior Doctors, and professional code of conduct for medical practice to ensure compliance with applicable regulatory bodies. Provide and maintain, so far as practicable, a working environment that is safe and without risk to your health and that of your patients and others. Participate in the Quality Improvement Register activities in accordance with Colac Area Health’s policy. Other Duties Exhibits a commitment the Colac Area Health’s Values including team based above and below behaviours. Report all incidents through the incident management reporting system (RISKMAN). Undertake duties in accordance with the relevant health care or industry standards. Comply with relevant Colac Area Health policies and procedures. Participate in quality improvement activities, where appropriate. Undertake special projects or reports required by your supervising consultant or District Director Medical Administration on a wide range of issues. Perform all other duties as directed within the limits of skill, competence, and training to maximise flexibility and effectiveness. KEY PERFORMANCE INDICATORS Provision of Clinical Care Demonstrated compliance with Medical Board of Australia, Colac Area Health and Australian Curriculum Framework for Junior Doctors standards, policy, and guidelines. Demonstrated assessment of urgent patients and non-urgent patients within 30 minutes and 2 hours respectively of the referral. Feedback from patients, carers and/or staff. Demonstrated maintenance of accurate medical records. Demonstrated understanding of the operation room/procedural process/environment (where required). Demonstration of utilisation of informed consent principles with patient management. Achievement of best practice standards. Patient Care Standards and Clinical Skills Demonstrated competency in the management of basic life support techniques. 100% personal compliance with hospital policies and protocols. Demonstrated performance of the medical and surgical procedures listed in the Australian Curriculum Framework for Junior Doctors (under supervision). Feedback from patients, carers and/or staff. Performance review. Professional Development Demonstrated participation and attendance at required tutorials and grand rounds. Submission of Junior Doctor End of Rotation Assessment Forms, and Mid-Term Assessment Form (if required). Submission of Clinical Rotation Evaluations at the end of each rotation. Completion of BLS/ALS/PLS check programs during the year as required. Feedback from patients, carers and/or staff. Managing Information 100% compliance of hospital information management policies. Demonstrated 100% compliance with Information Privacy and Health Records. Completion of discharge summaries on day of discharge. Follow-up of investigation results. Quality and Safety Demonstrated adherence to National Safety Quality Standards, Australian Curriculum Framework and professional code of conduct for junior doctors. Active contribution and participation to the Quality Improvement Register. Compliance with the Colac Area Health Clinical Training Plan for Junior Medical Staff. Other Duties Colac Area Health values modelled at all times. Participation in team meetings, working parties and committees. Feedback and performance review per rotation. Adherence to relevant health care or industry standards. Completion of mandatory training and education. Ensure an appropriate level of customer service is provided, demonstrating a friendly and supportive approach to our consumers. Demonstrate an understanding of appropriate behaviours when engaging with children. Demonstrate an understanding of the Charter of Human Rights. Key Selection Criteria: Qualifications, Experience and Personal Attributes – Essential: Bachelor Medicine, Bachelor Surgery: Australian/New Zealand Graduate or fully qualified AMC graduate. Demonstrated relevant experience (minimum 3 years) as a Hospital Medical Officer in a hospital setting, with some (minimum of 1 year) in the Australian Healthcare system. General registration (unconditional) with the Australian Health Practitioners Regulatory Authority (AHPRA), with no restrictions. Current Basic Life Support. Right to work in Australia. Desirable: List desirable attributes Clinical experience in regional or rural Australian settings Commitment to rural or regional health with established links to community
