Primary objective
To lead the identification, consultation, and development of culturally informed early childhood service models for Community
Child Care Fund Restricted (CCCFR) funded service, through community engagement, partnership with cultural authorities, and
evidence-based analysis, in order to inform CCCFR reform decisions and support sustainable service transitions, including pathways
into National Quality Framework (NQF) or alternative models and funding arrangements.

Context statement
The Early Childhood branch provides high level leadership of strategic policy initiatives and targeted programs and support to
improve the quality and integration of early childhood services to maximise outcomes for children and young people in the
Northern Territory (NT). Early Childhood also leads local and national early childhood policy reforms and key projects, provides
advice to the Minister and the department’s senior executive, engages with a broad range of stakeholders to benefit our clients,
and includes the NT regulatory authority, Quality Education and Care NT.

Key duties and responsibilities
1. Work with project partners to lead the planning and delivery of culturally safe, community-led consultation, including visits,

meetings, and workshops, ensuring local priorities inform community-preferred early childhood service models.
2. Provide strategic advice on the implementation of the NT CCCFR Project, including recommendation on their ability to

transition into a regulatory framework.
3. Effectively lead and manage the NT CCCFR Project team to achieve outcomes in a climate of significant change and complexity.
4. Prepare reports, high level correspondence and ministerial briefings to the Director, senior executive, the Chief Executive and

the Minister and Australian Government.

Selection criteria
Essential
1. Strong management and leadership skills with experience in the early childhood education and care sector at a senior

management level.
2. Highly developed written, oral and interpersonal skills, ability to consult, collaborate, negotiate effectively, communicate with

influence, including demonstrated application of innovative solutions to complex, multifaceted issues in a sensitive
environment.

3. Proven ability to deliver outcomes within tight deadlines, with high standards and attention to detail and manage competing
priorities concurrently.

4. High level ability to interpret and apply relevant legislation, protocols and procedures within a legal framework, including
demonstrated experience in moderation against a regulatory or quality framework.

Desirable
1. Relevant tertiary qualifications in public policy or administration, change management, business, education, early childhood,

communications or community development.
2. Knowledge of the strategic directions of the Commonwealth and the NT Department of Education, trends and developments

and associated policy and legislation and their application at local level in relation to early childhood education and care.

licence or the ability to obtain prior to commencement.
