These territories are non-self-governing, do not have a state-level government, and rely on the Australian Government for both federal and state-type services. The result is a very wide policy and program remit sitting within the Division. We also manage national interests in the self-governing territories, Northern Territory and Australian Capital Territory (ACT).The Territories Legislation Section works across the Division to ensure territories’ legal frameworks are appropriate and deliver on Commonwealth policy objectives. The team provides a central enabling function, by assisting policy teams develop, amend and repeal laws to meet their program and service delivery needs. Some recent examples include:updating Norfolk Island fire laws to improve fire safety and managementdeveloping bespoke maritime safety regulations for Christmas Islandrenewing regulations governing Lake Burley Griffin and roads on National Land in the ACTThe team provides expertise on legal policy (i.e. how laws should be framed to deliver on the intended policy outcome), the legislation-making process, and on the complex 'applied laws' frameworks in the territories.The opportunity we have availableWe are looking for a Director with legal policy and legislative experience who is ready for an exciting challenge. You will play a central part in a small, enthusiastic and energetic team. Working closely with colleagues across our Division, you will lead a high-performing team providing critical legal policy support, with a real opportunity to directly impact local outcomes.Given the Commonwealth’s unique and direct responsibilities in the non-self-governing territories, the range of laws the team work on are wide and varied. They range from health, child protection, corrections, environmental regulation, land, property and water safety. As a result, no day is the same in the Section – the team works on unique and novel issues, many of which are normally dealt with by state governments.What will you do?You will manage a team to deliver the following key responsibilities:Undertaking legal policy work and managing consultation processes related to the development of new or improved legislation for Australia’s territoriesInstructing legislation drafters and managing the legislation process for a range of primary and delegated legislation work across multiple territory jurisdictionsProviding advice to teams across the Division on legal policy issues and the operation of legislationManaging relationships and arrangements with key internal and external stakeholders, including the Administrator of Norfolk Island, the Norfolk Island Law Association, and Queensland GovernmentAdministering the Norfolk Island Legal Aid SchemeSupporting delegates with decision-making processes under a range of laws applying in the territoriesWork as a collaborative team member with a strong work ethic, displaying integrity and sound judgement while contributing to strengthening the Division’s capabilityWho are we looking for?The successful candidate for this position will be able to demonstrate their capability against the Executive Level 2 Work level standards.We are looking for a proactive, thoughtful and friendly person who is comfortable working with a wide range of stakeholders and laws.
