Primary objective
Provide strategic leadership and direction for the Animal Welfare and Emergency Management Branch (AWEMB), ensuring effective
delivery of its responsibilities under the Animal Protection Act 2018 and the Animal Protection Regulations 2022. Oversee coordination of
departmental emergency management responsibilities for biosecurity and support for Territory-wide natural disaster responses.

Ensure humane treatment of animals, preventing cruelty, and promoting community awareness of animal welfare across the NT.
Coordinating the department's emergency management responsibilities under the Territory Emergency Plan.
Key duties and responsibilities
1. Provide strategic leadership within the Division, contributing to shared priorities and fostering a collaborative culture.
1. Lead and manage the AWEMB, ensuring effective coordination of a dynamic team responding to multiple, concurrent animal welfare
and emergency incidents.
1. Oversee investigations into potential breaches of the Animal Protection Act 2018, including preparation of prosecution briefs and
management of prosecution activities.
1. Drive the development and implementation of legislation, regulations, policies, and standard operating procedures to safeguard animal
welfare across the Northern Territory.
1. Ensure accountability for AWEMB performance through efficient management of human, financial, physical, and information
resources, and continuous monitoring to enhance service delivery and outcomes.
1. Prepare high-level submissions, reports, and ministerial correspondence on animal welfare and emergency management matters and
expert advice and strategic support to the Ministerially appointed Animal Welfare Advisory Committee.
1. Represent the department on the Emergency Management Senior Officers Group and the National Biosecurity Response Team,
contributing to national and regional emergency preparedness.
1. Participate in biosecurity emergency responses, collaborating with biosecurity operational teams to ensure coordinated action.
Selection criteria
Essential
1. Proven experience in senior leadership and staff management at Director level, with a demonstrated ability to contribute effectively
at the executive level.
1. Extensive experience leading compliance, enforcement, animal welfare or emergency management teams in high-pressure
environments, including interpreting and applying legislation, managing regulatory processes, overseeing prosecution activities and
responding to emergencies.
1. Demonstrated resilience, adaptability, and integrity, with a strong commitment to professional standards and ethical conduct.
2. Highly developed negotiation, communication, and conflict resolution skills, with the ability to engage constructively with diverse
stakeholders, community representatives, and complainants.
1. Ability to obtain, A, B, C, D and H Corporate Firearms Licences and possession of Current NT Driver's Licence, with the capacity and
willingness to travel to remote locations, including extended stays as required.
Desirable
1. Teritiary or industry-recognised qualifications in business, government, project management, emergency management or related
discipline and a Certificate IV in Government Investigations or an equivalent qualification.
2. Sound knowledge and understanding of the Australian and international animal welfare frameworks and practical experience working
with livestock, wildlife and companion animals in the NT.
