Overview
We are seeking a senior Defence Project Manager to support a high-priority COMSEC modernisation program within a complex national security environment.
This role operates at the intersection of capability delivery, acquisition, and program governance, supporting the delivery of secure communications capabilities across Defence.
You will work directly with senior stakeholders across Defence, ASD, CASG, and industry to drive delivery outcomes, manage risk, and support capability submissions to Government.
This is a high-impact, high-assurance role requiring deep Defence experience, strong program execution capability, and credibility in classified environments.
Key Responsibilities
* Coordinate acquisition and delivery activities across multiple Defence stakeholders
* Develop and maintain key project artefacts and capability documentation
* Support capability lifecycle activities including submissions and approvals
* Identify, assess, and manage program risks and delivery issues
* Provide strategic input into implementation, ILS, and delivery planning
* Develop evidence-based recommendations for capability milestones (IOC/FOC)
* Support industry engagement strategies and capability development
* Represent the program in senior stakeholder forums and governance boards
* Contribute to interoperability testing and evaluation activities
* Ensure compliance with Defence Export Controls and security frameworks
* Mentor APS staff and uplift internal capability
Qualifications
* Minimum 15+ years' experience in Defence program/project management
* Extensive experience delivering complex Defence capability programs
* Strong understanding of Defence Capability Life Cycle (CLC) processes
* Demonstrated experience working across CASG, DDG, ASD, and Service branches
* Proven ability to operate in high-security, classified environments
* Experience managing program risks, governance, and stakeholder alignment
* Strong capability in developing Defence documentation and submissions
* Ability to operate under broad direction in complex, matrixed teams
* Experience with COMSEC or cryptographic capability environments
* Familiarity with High Assurance Cryptographic Equipment (HACE)
* Experience supporting Plan Delphic or similar Defence initiatives
* Background in industry engagement and capability development strategies
* Experience in test and evaluation of secure communications systems
Working Arrangements
* Onsite – Russell Offices, ACT (full-time)
* No remote arrangements due to security requirements
