The Opportunity
Access Foundation Branch within Mission Capability Division is a cross-functional, integrated team of Analysts, Developers, Engineers, Radio Frequency (RF) Technicians and Project Specialists working to deliver critical capabilities against some of ASD’s hardest SIGINT access problems.Shoal Bay Receiving Station (SBRS), based in Darwin (Northern Territory), is a remote intelligence facility managed by ASD. Working at site will offer a unique and challenging work environment where experienced public sector professionals work alongside highly skilled technical experts to achieve exciting outcomes for ASD.
We are seeking energetic, highly organised and task-orientated Facilities Program Officers to be part of a diverse and collaborative team supporting the evolution of the organisation and delivery of new outcomes, while ensuring business-as-usual activities are also maintained.
Due to the unique nature of the work conducted at this location, staff may be provided the opportunity to obtain a range of additional qualifications including construction cards, truck and forklift licenses.
The Facilities Program Officer role will work primarily within the Facilities and Infrastructure team and have day-to-day engagement across site with the Business Management, Mission and Security, and Project Integration teams. This includes, but is not limited to, business administration, procurement, contract management, visits coordination, project support, security and facilities management.
Key duties is as follows:
ASD 4 & 5
Support, monitor and coordinate daily works undertaken by contractors, ensuring compliance with ASD Policies, Defence WHS, security and critical systems requirements.Contribute to and inform compliance audits, facilities condition reviews, data updates being proactive to ensure maintenance and estate upkeep outcomes are prioritised effectively.Maintain and support facilities operations, ensuring the safety and functionality of buildings and equipmentCarry out regular inspections to identify and report areas requiring attention.Administer facilities maintenance requests, communications and visitor access requests.Track maintenance issues and provide input to regular meetings with internal and external stakeholders.Assist in scoping, scheduling and monitoring of works and services, providing escorting and oversite of contractors where required.Excellent interpersonal, verbal, and written communication skills with the ability to liaise productively.
ASD 6
Provide professional policy advice relative to the upkeep of facilities, infrastructure and critical systems including oversight of maintenance, safety and security of buildings, equipment and grounds.Ensuring site facilities meet all health, safety and regulatory standards, and implement security and emergency preparedness procedures.Possess a sound understanding of facilities management practices, coordinate third party vendors, facilitate delivery of services, repairs and maintenance, cleaning, waste removal and land management.Participate in compliance audits, facilities condition reviews, data updates being proactive to influence effective project deliverables, maintenance and estate upkeep outcomes.Develop and maintain professional relationships, provide team leadership, undertake stakeholder engagement and negotiate and influence positive outcomes for the whole of site.Exercise both initiative and judgement with the ability to interpret legislation, policy and application of practices and procedures, possessing a high level of attention to detail.Possess a considerable level of professionalism and liaise effectively with stakeholders in relation to complex or difficult issues.Negotiate and influence effective outcomes having highly developed communication skills and ability to build and sustain mutually productive adaptable, outcome-focused, have strong analytical skills, contribute to strategic organisational outcomes possessing the ability to think laterally and identify the key issues in complex operational scenarios.
