Role Overview
This work supports change across several NT Police digital projects. The technology includes updated policing and regulatory systems, data-sharing platforms and systems delivered by NT Government partner agencies. The focus is on helping staff understand and adopt new systems and processes that support legislative compliance and day to day operations.
The Change Lead will play a critical role within the NTPF Digital Transformation Program, supporting the Northern Territory Government's priority to reduce crime and improve community safety.
This role is responsible for the design, development, implementation, and continuous refinement of organisational change and training strategies across a complex, multi‐stream digital and business transformation program. The Change Lead will ensure organisational readiness, workforce adoption, and benefits realisation across the NT Police Force and key stakeholders.
The role is an organizational change management function operating within a complex program environment, with a primary focus on business readiness, stakeholder adoption and benefits realisation.
Operating in a legislation‐driven environment, the role requires strong judgement and the ability to advise senior leaders on trade‐offs between mandatory compliance, operational efficiency, and economic outcomes.
The Change Lead works as part of the Business Readiness team within Digital Transformation & Reform, aligning change activities with communications, learning, workforce planning, business process design, and benefits realisation to deliver sustainable transformation outcomes.
Key Responsibilities
Change & Business Readiness Leadership
* Design, implement, and evaluate strategic and tactical Organisational Change Management (OCM) strategies across multiple program streams.
* Coordinate change activities with training, communications, workforce, and business process work streams to deliver an integrated business readiness approach.
* Lead cumulative change impact assessment and actively manage change fatigue, operational risk, and disruption.
Advisory & Stakeholder Engagement
* Provide authoritative advice to Program Directors, Executives, and senior leaders on change, readiness, and training impacts.
* Translate legislative, regulatory, and policy requirements into clear people, process, role, and capability impacts.
* Balance legislative compliance obligations with operational efficiency and cost considerations, clearly articulating risks and trade‐offs.
Adoption, Transition & Benefits
* Contribute to business readiness assessments, transition planning, and go‐live readiness criteria.
* Monitor and report on adoption, change effectiveness, and benefits realisation outcomes.
* Define, track, and report benefits related to compliance, workforce capability, efficiency, and service outcomes.
Delivery & Governance
* Collaborate across program and project teams to identify continuous improvement opportunities.
* Provide reliable progress, risk, and issue reporting using established governance frameworks and tools.
* Support procurement, workforce planning, and recruitment decisions through expert change and workforce impact advice.
Requirements
Essential Skills and Experience
* Extensive experience delivering organisational change for large, complex digital and business transformation programs.
* Proven experience working across multi‐stream programs with interdependencies and competing priorities.
* Strong capability in leading change within legislation‐driven or regulatory environments.
* Demonstrated ability to engage and influence executive, operational, and enabling service stakeholders.
* Expertise in structured change management methodologies (e.g. PROSCI ADKAR).
* Excellent written and verbal communication skills, with the ability to translate complex or legislative information into plain English.
* Experience managing resistance, negotiation, mediation, and resolution of competing stakeholder views.
Desirable Qualifications and Experience
* Tertiary qualifications in Change Management, Project Management, HR, Business Transformation, or a related discipline.
* PROSCI Change Management Certification (or equivalent).
* Experience in public sector, policing, justice, or safety‐critical environments.
