In this role, you'll:


Play a critical role in supporting the organisation’s financial integrity, accountability, and performance. This role leads the development and implementation of group-wide financial policies and ensures compliance with public sector financial legislation and manages financial risks across the Transport Portfolio. The role maintains strong governance, internal control frameworks, and risk management strategies, to ensure Transport for NSW meets its financial obligations and supports the efficient and transparent delivery of transport services to the people of New South Wales.



Lead the development and maintenance of robust financial policies, procedures, and frameworks to align with NSW Treasury requirements, legislative and regulatory requirements, and best-practice public sector financial management.



Lead and manage the Chief Financial Officer (CFO) Certification process for the Transport Portfolio to provide the annual certification of internal controls relating to financial information.



Develop and maintain an effective annual internal control framework, continually assessing the design and operating effectiveness of financial systems and controls, while preparing high quality Audit and Risk and Executive Committee papers to brief senior leaders on compliance, financial internal control risks, and governance matters.



Oversee and coordinate the monitoring and resolution of external audit issues and manage information for the Auditor-General’s Report to Parliament including preparation of briefings to senior executives on key findings.



Ensure compliance with the Government Sector Finance Act 2018, Australian Accounting Standards, and statutory reporting requirements while building financial literacy and strengthening compliance across TfNSW through targeted training, system improvements, and continuous enhancement of reporting, risk management, and governance using digital tools and data driven process optimisation.



Lead, coach, and develop a team of five (5) direct reports to strengthen knowledge, skills, and capability, while fostering a culture that lifts organisational capability and supports long-term performance.



Permanent fulltime role | Home office Macquarie Park. Hybrid work arrangements in line with Transport's Workplace Presence policy.

About you



You thrive in maintaining effective partnerships with executives and senior stakeholders while managing multiple concurrent projects with competing deadlines, shifting priorities, and sensitive political or stakeholder considerations to ensure all deliverables are met within statutory timeframes. You demonstrate experience in:



* Audit, risk management and compliance reporting at an executive level.



* Managing financial operations, reporting, and governance within a complex large private sector or government organisation.



* In-depth understanding of public sector financial legislation, including the Government Sector Finance Act 2018 (NSW)and NSW Treasury Policy & Guidelines Papers.



* Identifying, assessing, and mitigating financial and operational risks in a regulated or government environment.



* Ability to lead the development, implementation, and review of finance-related policies and procedures that ensure consistency, compliance, and efficiency across a large organisation.



* Strong leadership capability, with a track record of building high-performing teams and developing professional capability.



* Exceptional communication and stakeholder engagement skills with the proven ability to negotiate and influence stakeholders across various levels of government and the private sector.



* Essential requirements- Bachelor qualification in a relevant discipline (Accounting, Business, Economics or Commerce) from an Australian university or equivalent overseas qualification, extensive and relevant professional experience, and a full member of a recognised professional accounting body.
