Local Government Officers' (WA) Award 2021

A great full-time opportunity has opened to join the team at the Brookton Community Resource Centre and the Shire of Brookton as an Administration Trainee on a 12-month contract. The Traineeship will be a full time, 12-month contract made possible through the Department of Primary Industries and Regional Development (DPRID) Regional Traineeship Program and will involve completion of certification in one of the following:

* CHC32015 – Certificate II in Community services
* FNS30322 – Certificate II in Accounts administration
* BSB30120 – Certificate III in Business
* LGA20120 – Certificate II Local Government

The trainee will work within the Brookton CRC and Shire of Brookton offices.

To be considered the applicant will have:

* discretion when dealing with customer
* a friendly and helpful
* efficient verbal and written communication

Traineeships are available to those leaving school, re-entering the workforce or adults looking at a career change.

In return the Shire is offering a remuneration package including:

* Hourly Rate of $13.57 to $27.57
* Superannuation of up to 15.5%
* 4 weeks annual leave per annum with leave loading
* 2 x recreation days per year

Community Emergency Services Manager (CESM)

Full Time Role - 3 Year fixed Term Contract

Hourly Wage $39.58 to $49.40

Level 6.4, Local Government Officers' (WA) Award 2021

Hosted by the Shire of Brookton, this regional Community Emergency Services Manager role provides leadership and coordination of emergency management activities across the Shires of Brookton, Pingelly and Corrigin, working closely with the Department of Fire and Emergency Services (DFES), Bush Fire Brigades and partner agencies.

The position plays a critical role in strengthening local emergency capability across the Prevention, Preparedness, Response and Recovery (PPRR) framework, with a strong operational focus on bushfire risk management and incident readiness.

To be considered for this position you will need to have:

* Proven experience in and knowledge of the fire and emergency services industry, in particular Bush Fire Brigades and Local Government
* Training and Assessment qualifications
* Demonstrated experience to prescribed burning and fire management planning
* Accredited level 1 incident controller – Bushfire Hazard
* High level communication, interpersonal facilitation and training skills
* Strong leadership and management capability across financial, human and physical resources
* Availability to work afterhours including weekends

Desirably you will also have:

* Sound understanding of Local Government processes
* Highly developed time management skills

In return the Shire is offering a remuneration package inclusive of:

* Hourly Rate of $39.58 to $49.40
* Availability Allowance $518.24 per fortnight paid for 48 weeks of the year - Where you meet the conditions of being available for recall when off duty
* Superannuation of up to 15.5%
* Limited private use of a work vehicle

Senior Finance Officer

A great full time opportunity exists for a dynamic and professional individual to join the Shire of Brookton as the Senior Finance Officer.

The Senior Finance Officer role is part of the Shire's finance team with responsibility for:

* Perform a range of Local Government finance functions in conformity with legislative requirement.
* Provide support to the Administration and Finance Team.
* Preparation of reports pertinent to the functions of this position.
* Provide support to the payroll functions as required.
* Support the Manager Corporate & Community with general functions and assisting in maintaining the Shire's financial systems and procedures.

To be considered, you will need experience in an administrative finance role, great computer and IT skills and attention to detail with excellent communication skills. Local government finance or administration experience would be highly desirable, but not essential.

Finance Officer - Rates & Debtors

The Shire of Brookton is seeking a motivated and professional individual to join our finance team as Finance Officer – Rates & Debtors. This is an excellent opportunity to secure a part-time position in a supportive team environment within local government. This opportunity is open to new applicants only.

About the Role

The Finance Officer – Rates & Debtors will be responsible for:

* Managing Council's property data base;
* Completing Council's rates functions;
* Preparing debtor invoices and managing Council's debtor systems; and
* Assisting with Administration and customer service functions.

About You

To succeed in this role, you will bring:

* Previous experience in an administrative or finance role
* Strong computer and IT skills
* High attention to detail and accuracy
* Excellent communication and interpersonal skills
* Experience in local government finance or administration will be highly regarded but is not essential.

* Permanent Part time based on 6 days/48 hours per fortnight. The final roster will be negotiated with the successful applicant.

Expressions of Interest

Audit, Risk and Improvement Committee

The Shire of Brookton invites expressions of interest from suitably qualified individuals to serve as Independent Members of the Shire's Audit, Risk and Improvement Committee (ARIC) in the roles of Presiding Member and Deputy Presiding Member.

This Committee supports Council's governance, risk management, financial oversight and continuous improvement functions. Independent Members of the Committee are expected to exercise due care and diligence, bringing their expertise to guide the Shire in maintaining high standards of governance and performance.

Skills & Experience Required

* Information and Systems Technology;
* Audit Committee practices;
* Internal audit; and/or
* Experience in or knowledge of regional local government

Selection Criteria

* Knowledge and experience in statutory financial reporting, risk management, governance, audit and internal controls in a local government setting.
* Relevant skills and experience in providing independent, expert advice.
* Have a sound understanding or experience in performing the role of Presiding Member and/or Deputy Presiding Member.
* Be a person with no direct association with the Shire as a business entity, either as an Elected Member, an officer or as a closely associated person; and not be an elected member with another local government.
* Your motivation for joining the committee.

Key Responsibilities

The Presiding Member is responsible for leading the Audit, Risk and Improvement Committee, ensuring meetings are conducted effectively, independently, and in accordance with legislative and governance standards. The Deputy Presiding Member supports the Presiding Member and undertakes the Presiding Member's role at meetings when the Presiding Member is unavailable.

Term & Remuneration

The appointment of Independent Members will be made by Council for a two year term. The Independent Members will be remunerated in line with Band 4 Salaries and Allowances Tribunal determinations, with Council setting a current fee of $120 per meeting. Time, travel, and incidentals may be reimbursed as prescribed.
