Central Highlands Regional Council is currently seeking an Emergency Management Technical Officer.
In this role you will support the Coordinator Emergency Management & Community Resilience in the planning for and responding to local disasters and emergency events for all hazards, and compliance of Local Disaster Management Plans with statutory requirements.
Responsibilities
Preparing, planning, coordinating and undertaking Flood Warning Network (FWN) operations and maintenance, providing technical support to the program's operations.
Investigating, collating, analysing, developing, and implementing radio and other connectivity capabilities within the Central Highlands community with a specific focus on locations prone to isolation.
Monitoring catchment rainfall and river height conditions via Council's FWN data processing software.
Monitoring asset condition, undertake defect inspections, fault diagnosis and return to service repairs of the FWIN equipment and other flood monitoring assets.
Undertaking scheduled annual preseason maintenance and calibration of the FWIN.
Undertaking minor repairs to FWN equipment and oversee procurement and contractor engagement for major FWN repairs and upgrades.
Contributing to the review and inclusion of FWIN assets to the CHRC Asset Management Database System.
Fostering and maintain sound relationships with catchment landholders as additional sources of flood intelligence.
Maintaining sound relationships with hydrologists and technical experts in the Bureau of Meteorology (BOM), Dept of Natural Resources and Mines, and Sunwater, and draw on their technical expertise to improve Council's disaster management preparedness and early warning response.
Promoting the values and importance of emergency preparation by communicating and liaising with key stakeholders to raise community awareness and grow resilience.
Providing strong technical advice and training both internally and to the community relating to emergency management and connectivity capability.
Managing resource and equipment procurement and contribute to budgets commensurate to the requirements of the role.
In conjunction with the Coordinator Emergency Management and Community Resilience, ensure strategic and operational planning for disaster management arrangements leading to effective mitigation, preparedness, planning, and response capability, including operational readiness of the FWN.
Actively participate in ongoing training and self-development to achieve continuous improvement for yourself and council.
Taking reasonable care for the health and safety of yourself and others, complying with reasonable instruction and cooperating with CHRC policy and procedure per 'Duties of a Worker' contained in the Work Health and Safety Act as amended.
Qualifications and Experience
Practical experience in flood warning systems and networks and providing technical support to the program's operations.
Demonstrated knowledge and experience in the operations and maintenance of FWINs.
Demonstrated specialist skills and strong aptitude for electronics and radio equipment.
Intermediate level computer skills, in particular Microsoft Office Suite and the ability to acquire skills in council's corporate systems.
Highly developed written and verbal communication skills and a high level of diplomacy, confidentiality and interpersonal skills.
Minimum of Queensland C class provisional drivers' licence.
