The Program Manager position, also known as Manager, Land Acquisition - Delivery manages one of the Land Acquisition teams at the Victorian School Building Authority (VSBA). The VSBA's Land Acquisition program is a fast-paced, responsive environment made up of three teams: Forward Planning, Site & Infrastructure and Delivery. Team members collaborate to deal responsively with a range of high-volume, high impact projects. The role is responsible for managing a team delivering on the land acquisition program for future government schools and early childhood facilities. The role is required to provide leadership on the VSBA's strategies for acquiring land and managing site related issues in order to meet specified timeframes. A strong working knowledge of matters affecting land acquisition and development is necessary along with a proven track record of managing and motivating a professional team. The successful candidate will be required to lead the team responsible for acquiring land including the ongoing budget and financial management of land acquisition programs. Key responsibilities of the role include managing impacts of site-suitability investigations, developing strategies to mitigate risks to program, stakeholder management with various landholders (including developers, other government agencies and local government authorities) as well as public authorities, ensuring compliance with relevant government policies and guidelines, valuations, compulsory acquisition, and negotiation of contracts of sale and other property related legal agreements. An important element of the role is the provision of timely advice and specialist support to other areas within the VSBA and the Department in relation to the VSBA's Land Acquisition Program. Given the high profile nature of the projects, the role requires exceptional stakeholder management skills to ensure that the projects are delivered on time and on budget, and communication and reporting are delivered to the highest standard.
