Operations Maintenance Specialist

Organisational Context
east Victoria across an area of 20,000 square kilometres. The service delivery area is bound by Corryong, Yarrawonga,
Benalla and Dartmouth. We operate 21 water treatment facilities and 22 wastewater treatment plants that service most
towns across the region. Over 200 full time equivalent staff are employed at our centres in Wodonga, Wangaratta, Benalla,
Yarrawonga, Corryong, Beechworth, Mount Beauty and Myrtleford.
Our operations are overseen by the Department of Environment, Land, Water and Planning (DELWP) on behalf of the
Minister for Water, and the Department of Treasury and Finance (DTF) on behalf of the Treasurer. We continue to invest in
innovative and long-term capital projects which contribute to the health and well-being of current and future generations.

Position Objectives
The Operations Maintenance Specialist:
* Leads maintenance management across all operational systems through effective, innovative and robust planning
in strict adherence to OH&S, Water Quality and Environmental standards.
* Develops and implements maintenance plans within the Asset Management Information System (AMIS)
and manages asset interventions.
* Provides sound, professional advice and strategic maintenance planning to ensure NEW's commitment to
our people, the community and the environment.
* Provides expertise in asset reliability, maintenance, and renewal to ensure service delivery standards are
met for our customers and communities.
* Leads contractor management and goods, service and construction related procurement.
* Captures, maintains, interprets, and analyses data for the purpose of strategic maintenance planning and
reporting.
Key Responsibility Areas
* Provision of safe and reliable drinking water to customers across North East Victoria through your
contribution and expertise in asset reliability, maintenance, and renewal.
* Driving the delivery of the Corporation's proactive, risked-based approach to preventative maintenance
and compliance service strategies that ensure investment decisions are made with consideration to
balancing service expectations, cost, and regulatory compliance.
* Providing operational support for the delivery of approved projects with innovative solutions that are
future-focused and strategically aligned with our ambitions.
* Providing cross-unit leadership that delivers good business outcomes and develops and maintains a
culture that supports the key mindsets.
* Delivering value and business efficiency by undertaking financial analysis, forecasting, and budget
development and management for annual maintenance and operational upgrade programs.
* Creating and implementing maintenance processes, standards and guidelines for improved business
maintenance strategies.
* Facilitating positive change and proactive action through information gathering, sharing ideas and
technical advice, reaching agreement, and developing key inputs for strategies, plans and projects.
* Administration and development of the AMIS maintenance and asset management modules.
* Managing and coordinating small project teams from diverse backgrounds to ensure the delivery of key
operational outcomes, including project risks, identifying opportunities and adjusting processes
accordingly.
* Development and review of Operational policies and procedures for broader use within the Corporation.
* Facilitating the capture of data and information for inclusion to the Asset Management Information
System, ensuring currency, accuracy and relevance to ensure absolute integrity of data quality.
* Responsible for third party contract service providers and their adherence to Corporate Policies and
Procedures with particular regard to health and safety, environment, and drinking water quality.
* Procuring goods, services and construction-related services within assigned level of delegation and in
accordance with the Corporation's Procurement Policy and Guidelines.
* Innovation and system advancement through industry partnerships and involvement industry leadership
groups.
* Implementation of approved working practices in relation to the organisations Systems, specifically AMIS,
GIS and SCADA, that ensures the delivery of safe, reliable services for our customers and communities.
Organisational Relationships
This role reports to the Coordinator Maintenance Planning & Delivery and liaises with all internal stakeholders, as well as
training providers, peers in water corporations or local government, government agencies and members of the public.
Accountability and Extent of Authority
* Accountable to the Coordinator Maintenance Planning & Delivery.
* The freedom to act is subject to professional and regulatory review.
* The impact of decisions made or advice given may have a substantial impact on individual clients or client classes.

* This role is problem-solving in nature, and the nature of this work is specialised with methods, procedures and
processes developed from theory or precedent. Guidance is not always available within the organisation.

Specialist skills and knowledge
* Proficiency in the application of strategic asset maintenance to support water and wastewater system management.
* Experience with procurement, contract management, budgeting, and relevant accounting procedures in a
regulatory environment.
* An understanding of
* Proficiency in the use of the organisations operating systems, including the AMIS, GIS, SCADA, Asset Analytics
Software and a records management system.
* Sound asset management and reliability knowledge to support the corporation's asset management systems and
reporting requirements.
* Management and development of the corporation's maintenance budgets.
* Technical knowledge of water and wastewater assets.
* Ability to create and implement maintenance processes, standards and guidelines for improved business
maintenance strategies.
* Specialist skills and knowledge in developing and implementing maintenance plans and managing asset
interventions within an asset management system.
* Skilled in capturing, maintaining, interpreting, and analysing data for the purpose of strategic planning and
reporting.
* Knowledge of the project delivery cycle to ensure the required maintenance documentation is captured
throughout.

* Ability to manage many contractors across multiple operating systems to ensure compliance with all OHS, water
quality, environmental, and financial regulations.
* Monitoring, management, and reporting of the corporation's relevant maintenance budgets.
* Ability to proactively manage reactive maintenance requests in parallel with preventative maintenance schedules.

* Excellent interpersonal and communication skills combined with the ability to gain cooperation and assistance from

* Ability to establish and maintain working relationships within the Operations unit, and with other relevant

Qualifications and Experience
* Qualifications in a relevant tertiary or trade field, with experience in asset management, or lesser formal
qualification with extensive experience in the water and wastewater industry.
* Demonstrated experience in contractor management and goods, service and construction-related
procurement in a regulated environment.
* Understanding and experience in developing and implementing maintenance plans, schedules and asset
improvement plans.
* Experience working across multi-disciplined teams to document processes and procedures that support
effective maintenance strategies.
