At the Department for Infrastructure and Transport, we are connecting South Australia to keep our State moving. The Transport Policy and Regulation Division within the Department for Infrastructure and Transport is responsible for the development of transport policies, initiatives and reforms, and oversees key regulatory and road safety functions. The division ensures safe, sustainable and inclusive access to South Australia's transport systems, while delivering an extensive range of essential services through innovative service delivery programs.

The Opportunity
This is a rare opportunity to lead a major reform initiative in South Australia's passenger transport sector. You'll manage the delivery of the Passenger Transport Reform; a complex project focused on modernising the point-to-point transport industry. Reporting to the Executive Director, Transport Policy and Regulation, you'll drive improvements in customer experience, service delivery, and financial and operational sustainability through new systems and frameworks across technology, procurement, training, and legislation.
Your role will involve shaping reform strategy, working closely with industry stakeholders to co-design practical solutions, and providing confident, timely advice to support decision-making. You'll ensure reforms are financially sustainable by embedding robust systems and aligning operational practices with long-term goals.
Success will require strategic thinking, high level communication, strong leadership, and the ability to navigate complex policy environments. You'll champion innovation, coordinate cross-agency inputs, and lead change management to embed reform into everyday operations. This is a dynamic opportunity to make a lasting impact on public transport services across South Australia.
About you
You are a results-driven professional who works effectively under broad Government and Agency directives, demonstrating urgency and initiative in leading innovative solutions, managing change, and mitigating risk. You bring a strategic mindset, along with extensive project management experience and a strong focus on delivering outcomes that align with organisational priorities.
With high-level experience in stakeholder engagement and sensitive negotiations, you communicate clearly and concisely across diverse audiences. Your advanced analytical and problem-solving skills support the development of specialist solutions and policies, informed by a deep understanding of operational and strategic contexts.
You deliver customer-focused services that are strategically aligned, articulating complex concepts through timely and effective communication. Your leadership style motivates and influences teams to achieve high performance, driving continuous improvement and aligning work objectives with broader service goals.
Educational Qualifications
* Tertiary qualifications in Project Management and/or another relevant discipline will be well regarded.
Special Conditions
* A National Police Check (NPC) is required prior to employment in the department for Infrastructure and Transport which must be renewed every three years.
* A Working with Children Check (WWCC) is required prior to employment which must be renewed every five years before expiry.
* Some out of hours and weekend work, along with some intra/interstate travel requiring overnight stays, may be required.
Tenure of Vacancy
Temporary appointment up to two (2) years.
Remuneration
MAS3 - $127,859 pa + Superannuation.
