Charter Diligence is proudly partnering with the NSW Department of Primary Industries and Regional Development - Regional Growth NSW Development Corporation to appoint a Program Manager to lead the delivery of the Moree Special Activation Precinct.

The Department of Primary Industries and Regional Development (DPIRD) is the department dedicated to growing primary industries and supporting regional economic development to deliver long term benefits to the state. Our focus is to protect, support and develop our primary industries, mining sector, and regions. DPIRD brings together Agriculture and Biosecurity; Fisheries and Forestry; Local Land Services; NSW Resources; Regional Development and Delivery; the Regional Growth NSW Development Corporation (RGDC); NSW Public Works and Soil Conservation Service. We have nearly 5,000 employees, with almost 80 per cent of us living and working in regional NSW. The Regional Growth NSW Development Corporation is established under the Growth Centres (Development Corporations) Act 1974 to lead the vision, strategic master‐planning and delivery of the Government's Special Activation Precincts program to drive prosperity and growth across regional NSW.

About the Role

* Employment Type: Fixed‐term contract through to 2028, subject to ongoing funding and organisational approval.
* Salary: Clerk Grade 11/12: $149,739 to $173,174 plus employer superannuation contribution.
* Location: All Sydney and NSW. Role may be based at any Regional Growth NSW Development Corporation office across NSW, with regular travel required to Moree, NSW to support Precinct delivery and stakeholder engagement.

The Program Manager leads the end‐to‐end delivery of a designated Special Activation Precinct, with current focus on the Moree Special Activation Precinct.

This role is accountable for overseeing land development, infrastructure delivery, commercial negotiations, investor engagement and asset transfer activities. It provides strategic leadership across planning, development and construction phases, ensuring the Precinct progresses from land acquisition through to infrastructure delivery and land divestment.

The Program Manager plays a pivotal role in driving commercial outcomes, managing a multi‐year program budget (currently valued at approximately $200+ million, with significant remaining allocation), and coordinating internal and external stakeholders to achieve government objectives.

You will be joining a leadership group that values open communication, integrity and accountability. Directors are accessible and engaged, and collaboration across planning, infrastructure, commercial and economic development functions is actively encouraged.

The organisation supports flexible working arrangements, with team members able to be based in various NSW offices depending on personal circumstances and operational requirements. Regular in‐person connection remains important, with opportunities throughout the year for strategy sessions and team planning.

Key Responsibilities

* Lead the strategic planning and delivery of the Moree Special Activation Precinct, ensuring alignment with Government priorities and RGDC objectives.
* Oversee all land development activities, including strategy and construction, land release, sales, leasing and divestment.
* Drive commercial negotiations with investors and development partners, identifying and facilitating viable investment opportunities.
* Manage infrastructure delivery in partnership with NSW Public Works under GC21 contracting frameworks, ensuring coordination between engineering, commercial and program delivery functions.
* Oversee design development, contractor engagement and construction sequencing, supporting progression toward anticipated construction commencement in 2026.
* Manage program governance, reporting and briefing processes, preparing high‐quality submissions and strategic advice for the Director and Executive leadership.
* Lead and develop direct reports, including Infrastructure and Development Managers, setting clear expectations and conducting annual Performance Development Plans.
* Manage program budgets, forecast expenditure and ensure delivery within approved financial delegations and allocated funding.
* Identify, assess and mitigate project risks across safety, environmental, commercial and stakeholder domains.
* Build and maintain strong working relationships with Moree Plains Shire Council, local stakeholders, state agencies (including Transport and Public Works), investors and community representatives.
* Ensure compliance with NSW Government legislation, procurement frameworks and governance requirements.
* Collaborate across RGDC planning, finance and economic development teams to optimise precinct outcomes and drive integrated delivery.

Key Challenges

* Balancing commercial objectives with public sector governance and policy frameworks.
* Delivering large‐scale, multi‐year infrastructure and land development programs within regional settings.
* Attracting and facilitating private sector investment into regional NSW.
* Managing complex and sensitive consultations and negotiations with diverse stakeholders within agreed timelines, given their varying expectations, viewpoints and interests.
* Managing delivery and risks for multiple projects, including safety, environment, client and stakeholder expectations.
* Maintaining strong local government, stakeholder and community support for the Precinct program.

About You

* Degree‐qualified in property, law, engineering, project management, construction management or a related discipline, or bring equivalent hands‐on experience delivering complex development programs.
* Proven experience leading large‐scale land development and/or infrastructure projects, ideally within dynamic, multi‐stakeholder environments.
* Strong commercial capability, with demonstrated success negotiating complex agreements, facilitating investment and driving land transactions.
* Sound understanding of NSW Government governance, procurement frameworks and approval processes.
* Experience working under GC21 or similar construction contract models will be highly regarded.
* Current and valid Australian driver licence.
* Successful completion of a National Criminal History Check (or willingness to undertake one as part of the recruitment process).
* Full working rights in Australia – Australian Citizen, Permanent Resident, or valid long‐term working visa (sponsorship unavailable).
