The Role The Finance and Budget Division enables the Department of Employment and Workplace Relations to deliver its business outcomes by providing high quality and timely corporate services, including strategic and operational financial services. The Finance Branch ensures the department is compliant with and meets statutory financial management obligations. The branch consists of several teams undertaking functions including: Financial Reporting Financial Performance and Internal Budgets Finance Business Partners Procurement and Grants Financial Operations Governance The Procurement, Grants Policy and Non-ICT Contractor Support team sits within Finance Branch and provides Procurement Policy advice and Grants Policy advice and services to the department. Reporting to the Assistant Director, the Senior Procurement Officer is responsible for providing specialist procurement policy and process advice and support to departmental staff. Duties and Responsibilities Responsibilities of the APS Level 6 may include: Provision of routine specialist procurement policy advice and customer support/guidance to business areas Support business user compliance with procurement best practice. Support business user self-help through training, education, guides and templates. Timely processing of procurement system transactions and assistance to business areas Preparation of routine and ad hoc procurement reporting including compliance and AusTender reporting Participation in selected external forums and consultative groups Qualifications and Education The successful applicants should be able to demonstrate the following skills and knowledge. Essential Demonstrated knowledge and experience in Australian Government procurement policy, practices and a sound understanding of related policies. Sound understanding of the Public Governance, Performance and Accountability Act 2013, the Commonwealth Procurement Rules (CPRs) and procurement connected policies. Well-developed oral, written and interpersonal skills with the ability to lead engagement with a diverse range of stakeholders. Strong analytical and problem-solving skills. Strong customer focus and drive to deliver results.
