About the Branch
The Transformation Office works collaboratively to deliver reliable, trusted data and products. Through future strategy, business architecture, strong governance, and efficient delivery, we enable stakeholders to make faster, more informed decisions. This ensures regulatory compliance and supports the growth of the carbon economy.
The branch is responsible for two key areas: delivering the CER Change Program and managing CER's Data Office. Both are essential to achieving CER's outcomes - reducing Australia's greenhouse gas emissions and supporting sustainable biodiversity management using market-based mechanisms.
Branch Objectives
* Provide advice, capability uplift, support, and governance to the agency's transformation program design and implementation, ensuring it is viable, desirable, and sustainable.
* Deliver quality data, insights, reports, and dashboards to internal and external stakeholders. Improve and operate CER's enterprise data environment, ensuring data and insight quality inform strategic decisions and support business transformation.
* Model and embed best practices across data, portfolio, value, and product management in delivering our strategic objectives and outcomes for the agency.
* Support the engineering teams, under the CIO, to realise efficiency and reuse while developing new and enhanced systems for CER.

About the Section
The Data Innovation and Tools section supports the agency to unlock the potential of our data to drive innovation and compliance for the agency.
Specific responsibilities include:
* Support the Chief Data Officer and the agency in delivering the Data and Reporting Strategy to improve data governance.
* Support business areas to improve data transparency under the agency's open data policy.
* Promote and facilitate sharing of scheme data across Commonwealth agencies
* Provide a point of liaison between the Digital Services branch and business areas on the delivery of data services infrastructure under the Data Services Roadmap.
* Build agency analytics capability, and utilise data analytics and geospatial analytics to:
o Support the integrity of agency schemes by detecting, predicting and preventing non-compliance.
o Provide insights and evidence to decision-makers and other stakeholders on the behaviour of our clients and the trends and outcomes in our schemes.
o Identify and deliver business improvements and efficiencies.
* Support innovative approaches to reduce regulatory burden, support self-service approaches, improve efficiency and encourage compliance with our schemes by:
o Working with business areas to identify, prioritise and implement innovative approaches to scheme and participant needs or problems.
o Provide targeted skills and resources to consult on, design, build and/or roll out strategic initiatives that result in improvements to internal processes, data collection, client compliance, and communication related to scheme operations.
The key duties of the position include:
Under broad direction, the Executive Level 1 Data/Analytics Engineering Lead will be responsible for:
* Leading a team of data and analytics engineers in the design, implementation, maintenance and continuous improvement of analytics and reporting ready data sets and data products that support regulatory, reporting, and compliance outcomes across multiple scheme and business domains of the agency
* Providing technical leadership in analytics and data engineering, including defining data models, transformation logic, validation rules and reusable patterns to ensure consistency, reliability, auditability and scalability.
* Owning and contributing to end to end data delivery activities, including source ingestion, transformation, validation and publication to enterprise data platforms and reporting services.
* Building and sustaining strong working relationships across analytics, data engineering, data science and platform teams to enable effective cross functional delivery and shared accountability for outcomes.
* Partnering with product managers, product owners, and business areas to translating business, regulatory and policy requirements into clear data requirements, technical designs and delivery plans, balancing immediate operational needs with longer term platform and data strategy objectives.
* Actively participating in and leading Agile delivery practices, including business case development, PI planning, backlog refinement, prioritisation and progress reporting, while ensuring continuity of BAU operational support.
* Communicating complex technical concepts, risks and trade offs clearly to senior stakeholders, supporting informed decision making and confidence in data products and services.
Knowledge, Skills and Attributes
Experience in the following is essential:
* Demonstrated experience leading the design and delivery of analytics ready datasets or data products in complex, multi stakeholder environments.
* Experience providing technical leadership, mentoring and quality assurance for engineering teams or technical specialists.
* Strong technical expertise in analytics or data engineering, including data modelling, transformation design, validation frameworks and performance optimisation.
* Proven experience owning or overseeing end to end data pipelines, from ingestion through to publication and operational support.
* Experience diagnosing and resolving complex data quality or integrity issues, including implementing sustainable and auditable fixes.
* Demonstrated ability to translate business, regulatory or policy requirements into clear technical designs and delivery plans.
* Strong stakeholder engagement and communication skills, with the ability to explain technical concepts to non technical audiences and influence delivery outcomes.
* Experience working within Agile or iterative delivery frameworks in a leadership or senior technical role Demonstrated experience building or supporting analytics ready datasets, data pipelines or reporting solutions.
Experience in the following is desirable but not mandatory:
* Experience contributing to or leading business cases, epics or roadmap planning for data and analytics initiatives.
* Familiarity with enterprise cloud data platforms and analytics services (e.g. Azure or equivalent).
* Experience balancing strategic delivery with BAU operational responsibilities in a regulated or compliance focused environment.
* Exposure to data governance, assurance or audit processes within government or other highly regulated sectors.
* Experience partnering closely with product, platform or architecture functions to shape data and analytics capabilities.
