Objectives of the position
The Information and Communication Technology (ICT) Officer will support the daily operation and administration of Council’s information and communication technology systems to deliver quality and innovative systems and service delivery for the organisation.
The ICT Officer will also have the responsibility of ensuring ICT Disaster Recovery processes and procedures are maintained and tested as well as implementing a strong cyber security position.
The ICT Officer will work in conjunction with the external network service providers and liaise with the providers on several work tasks.
Key accountabilities – Individual
Standard Operating System Environment
- Configure and install software including security patches and software updates in the standard operating system environment (e.g. MS Teams, MS Intune, MS Identity, MS Exchange, MS Sharepoint MS Exchange).
- Maintain the active directory by administering Microsoft 365 user accounts, security access and distribution lists. Check or query with Manager if required.
- Provide one-on-one introduction, training and assistance on network access and Council’s standard operating software.
User Specific Software
- Allocate individual user licences based on their needs (specific to the position/role and/or as approved by their Manager/Director).
- Provide support to end users on the operation of software including connectivity, access and system administration. For InfoCouncil and InfoXpert - manage access and configuration, troubleshoot connectivity and software failure.
- Assist colleagues by providing technical support, troubleshooting software and resolving technical problems via email, phone or in person.
ICT Network Hardware
- Complete the onsite installation and maintenance of PC’s and laptops (after IT Contractor has purchased and configured with standard operating system environment).
- Resolve ICT hardware failures (computer, printers, phones, tablets) by determining issue and assessing the best outcome i.e. repair, replace or work around.
- Coordinate and undertake onsite installation of IT hardware upgrades or replacements from Council’s IT Contractor e.g altering/swapping services, UPS, network and cable management and patching, printer replacement. Liaise with IT Contractor to schedule best time to limit interruptions.
- Monitor network hardware (such as EX servers, Data Hosts, SAN, switches, etc) for issues and troubleshoot. Liaise with ICT Contractor where issues cannot be resolved.
- Undertake troubleshooting and resolution of network hardware failures including onsite physical rectification works (e.g. altering/swapping servers, UPS, network and cable management and patching, printers) with the support of Council’s IT Contractor where specialist IT knowledge is required.
- Monitor, troubleshoot, replace and maintain all onsite desktop printers and the Canon multi-function centres (MFC’s). The MFC’s are all under service agreement and supported by an external supplier. Council’s IT Contractor undertakes the configuration of the printers and is available to provide support for issues that cannot be resolved.
Service Connections
- Maintain service connections which include ADSL services, TID, mobile redundancy data services, all Councils mobile, sat and data services (for mobile phones, tablets, surfaces, assets, public access PC and computers, printers).
Mobile Device Management
- Use the Mobile Device Management software to monitor, manage and secure Council’s mobile devices.
Cyber Security
- Undertake initial assessment of any reported, detected or suspected cyber incident. Liaise with IT Contractor to isolate, contain and remediate.
- Report incidents to management if it triggers any serious breach or will have a reliable effect on the organisation.
- Liaise with the Queensland Government Cyber Security Unit and Cyber CX for cyber security information and resources.
- Monitor Council’s cyber security position to ensure compliance with the Essential Eight Framework (Australian Signals Directorate).
- Use the Phriendly Phishing training platform to deploy security awareness training and to report completion and trends.
Phone System
- Liaise with landline phone system supplier (R&O; Communications) regarding troubleshooting and issue resolution.
Other
- Develop and maintain technical and procedure documentation including ICT asset registers.
- Review the proposed IT roadmap prepared by the IT Contractor, provide input into priorities and budget costings, cross check with other planned projects from across the organisation for any overlap.

Essential
- Relevant 3 year degree - or associate diploma with experience, or appropriate certificate with relevant experience, or lesser formal qualifications with relevant experience.
- Current unrestricted Queensland ‘C’ Class Drivers Licence - (required for travel between Council locations).
Desirable
- Significant experience in a local government environment.
- Experience with Civica’s Practical Plus finance system is an advantage.
- Working knowledge of cyber security compliance and risk management tools.
