POSITION PURPOSE/OBJECTIVE

The Program Leader Development Engineers will exercise team management

responsibility for the assessment; determination and management of privately developed

public infrastructure works and the subdivision process including the issuing of subdivision

works certificates, compliance and subdivision certificates. This position will lead the

development of land use management policies and programs. A prime accountability will

be to deliver high level professional engineering services and ensure that systems /

operational practices are in place for timely quality outcomes and service delivery.

The Program Leader Development Engineers will work closely with the Branch Manager

to develop, maintain and manage service delivery and take a leadership role in developing

policy, prioritising work, coaching and mentoring a 'risk management' approach, introduce

systems, work practices and procedures to improve effectiveness and efficiency.

Functions involve:

* Specialist Development Engineering services relating to a broad range of development

including subdivisions and major traffic generating development.

* Monitoring of engineering construction carried out by developers and ensuring that

public infrastructure works are completed to Council's standards.

* Determination and issuing of subdivision works certificates, compliance certificates

and subdivision certificates in line with legislative requirements.

* Oversight of all Section 138 Roads Act 1993 applications including vehicular

crossings, road opening permits and work zones.

* Land use policy development.

* Land use advice to internal and external customers.

* Professional support and participation in legal matters.

The incumbent brings high level expert professional skills, sound business management,

systems development, leadership and human resource skills to the Branch. The role also

ensures that Council's regulatory obligations are met in accordance with the appropriate

legislation and that there is transparency in process.

Government Departments, Councils legal

advisors, developers and community interest

groups

KEY RESPONSIBILITIES

The primary responsibilities and functions are:

OPERATIONAL MANAGEMENT

* Provide leadership that challenges traditional approaches to development engineering

processes.

* To shape the culture of the team to provide opportunities to work with other areas in

the Branch.

* Provide expert technical and operational support to the functional areas of

responsibility.

* Develop and recommend strategies for optimising and monitoring efficiency,

performance and return on investment for the provision of development engineering

services undertaken by the branch.

* Develop and implement quality processes that assist in the effective and efficient

operation of the team and Branch. The position will require resolution of complex and

diverse issues within the Branch.

* Supervise the assessment of, and where necessary, determine land use applications

received by the team / branch and other matters as provided under relevant

delegations.

* Use expert knowledge of relevant legislation to monitor and incorporate any relevant

legislative changes into operational practice.

* Promote continuous improvement and quality customer service within the Branch.

* Develop processes to monitor workloads, outputs and quality of decisions.

* Contribute and / or develop Council wide strategies and systems when required.

* Manage responses to Councillors enquiries, outstanding correspondences and

Council reports processed by the Branch.

* Represent Council in legal matters relating to the functional areas of the Branch from

time to time.

PEOPLE MANAGEMENT

* Motivate, lead and influence the team to a deliver timely quality decisions and meet

customer service standards.

* Ensure consistency between business strategies, culture and performance.

* Provide expert specialised professional guidance and leadership to other officers in

relation to the functional areas of the position.

* Motivate and manage the team to ensure performance standards and outputs are

achieved.

* Manage workloads, set directions and priorities.

* Review the performance of team members and provide support and coaching to

ensure alignment with business directions.

* Create a learning environment within the Group to develop skills, knowledge and

harmony amongst members and provide mentoring to junior members of the team.

* Liaise with the Branch Manager to resolve complex and diverse issues.

* Maintain a close relationship to the Branches within the Directorate to ensure that

programs are coordinated and that business objectives are achieved.

Workplace Health & Safety

Ensure compliance with WHS obligations and responsibilities as outlined in Councils

policies and procedures and under the relevant WHS legislation. These include but are

not limited to: identifying potentially unsafe situations or work practices and notifying your

Supervisor or Manager (or the Health, Safety Manager/Area Safety Representative);

never performing a task that you believe is dangerous or for which you do not have the

experience, or have not received appropriate instructions and training or where the correct

equipment to carry out the task safely is not available; always work in a safe manner and

in accordance with safety instructions, where applicable; use the work equipment supplied

for the job, in accordance with the manufacturer's instructions), and any personal

protective equipment, which the Council deems necessary and has provided; be safety

aware and report any actions to your line manager which will assist the Council to meet

its legal workplace health and safety obligations.

You have the right to cease or direct cessation of unsafe work. In addition, you are required

at all times to comply with Councils Asbestos Management Plan and Policy.

COMMUNICATION

The position uses a broad range of communication skills to influence, define and promote

business opportunities, outputs and achievements of the Branch.

Persuasive skills are required in the development and implementation of new and current

approaches / directions within the operational area of responsibility.

A plain English approach to be bought to ensure that Branch communication can be easily

understood by internal and external receivers. All communication from the Branch is to

accurately reflect a consistent interpretation of legislative requirements and Council policy.

JUDGEMENT & PROBLEM SOLVING

Examine complex issues and develop a framework and strategy for problem solving.

A high level of independence is required in determining direction and approach to issues.

AUTHORITY

Accountable for the effective management of the land use functional areas of the Branch

including;

* Provide guidance and advice on major areas of policy or key issues of significance to

the organisation.

* Manage, monitor and control staff, budgets and work programs.

* Demonstrated ability to generate innovative approaches to more effectively deploy

resources, meet changing circumstances and improve service to customers.

* Demonstrated skills in analytical reasoning and integration of wide-ranging and

complex information.

SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES

ESSENTIAL

* Specialist tertiary qualifications in a relevant field of study eg Graduate engineering

qualification or equivalent combined with extensive practical experience in all relevant

areas in order to plan, develop and control major elements of work and represent

Council's interests.

* Technical expertise and demonstrated experience in the Development Engineering

Services delivery.

* Well developed leadership capability and team building skills.

* High level conceptual, analytical skill, review and develop policy as it relates to land

management and problem solving skills.

* Effective interpersonal skills to communicate with staff, other Managers and Directors

and key stakeholders.

* Demonstrated capacity and capability to represent Council in legal proceedings.

* Demonstrated experience in Program and Project Management.

* Understanding of legislation as it relates to local government.

* Sound working knowledge of Work Health and Safety and Equal Employment

Opportunity principles.

* Class C Driver's License.

DESIRABLE

* An understanding of the process of local government.

* Understanding of engineering technology and a working knowledge of wide range of

software packages such as MUSIC and DRAINS.

* At least five years industry related experience.

* Completion of an accredited Workcover Authority Work Health and Safety induction

course for construction work.
