About the Team

Our Operations team works with a diverse customer base to support several nationally significant supply chains. With management responsibility spanning across five states, our 8,500km rail network is used to transport bulk products, passenger and general freight, including steel and a vast array of consumer items such as groceries, electrical goods and other items for both import and export markets. The Operations teams work within several complex and challenging environments, including some of the busiest rail corridors in Australia to deliver safe, efficient and sustainable service delivery outcomes for its customers, stakeholders and the community.

About the Opportunity

The purpose of this position is to manage the delivery of national programs of work within the National Network and provide strategic project management technical support, direction and leadership to the Major Maintenance team to enable efficient and cost-effective delivery of the annual works plan.

Responsibilities of the role include, but not limited to:
* Provide direction and leadership to the project teams through the provision of project management and engineering expertise.
* Development and negotiation of associated commercial contracts
* Ensure optimal employee and external contractor performance
* Liaise and negotiate with internal staff and external agencies to ensure the execution of efficient and cost-effective annual works programs. Work closely with project staff to assist with supplying engineering solutions and provide input into engineering solutions to the business.
* Deliver projects as assigned by both internal and external means, including interface with ARTC Property and Third Party issues.
* Establish strong stakeholder relationships at a senior level across ARTC's business, customers and key suppliers.
* Work closely with Project Delivery leaders to resolve issues with customers and stakeholders.
* Ensure the project work is coordinated with maintenance and operations of ARTC's network so as to minimise the impact to its operation.
* Ensure Contractors use ARTC standards where applicable but otherwise ensure that consideration to use other standards takes into account the long term effect on ARTC.
* Ensure that a risk assessment approach is applied to the technical, safety, commercial and delivery aspects of the project.
* Ensure compliance with ARTC's Safety Management System (SMS) and Environmental Management System (EMS) requirements, responsibilities, authorities and accountabilities.
* Promote a safety culture within the team to conform to current Work Health and Safety (WH&S) and relevant Rail Safety legislation
* Manage quality assurance and coordination of Contractors to ensure works are consistent with ARTC plans, required project outcomes, and delivery performance within budget and allocated time frames.
What do we want from you? Essential
* Degree in engineering or equivalent qualifications.
* Eligibility for membership of the Institute of Engineers Australia.
* Proven experience in managing large infrastructure programs.
* Proven experience on state and/or federal government funded infrastructure projects.
* Demonstrated ability to lead a team in the management of major works projects.
* Knowledge of rail safety management and Work Health and Safety principles, and an ability to implement the principles.
* Experience in tendering and negotiation of contracts of varying complexities.
* Demonstrated cost, budget and time management of projects.
