What this job involves
- Manage the provision of facilities services in a Commonwealth-Owned Property within the designated WoAG portfolio. Develop sound working relationships with key client staff and key tenant representatives located in the property. Manage the day-to-day client activities for the assigned property/facilities.
This position will oversee the portfolio of CNR sites (Melbourne and Perth). The operations manager is responsible for all operational aspects of the CNR sites, this includes responsibility and co-ordination of all people on site, service delivery of the facilities maintenance, effective operational and financial management including client relationships, safety, environmental, productivity and quality to achieve site performance.
The entity will set priorities for the operation of the CNRs and engage with the operations manager on the setting of these priorities. It is expected that the CNR team and JLL more broadly will provide advice, recommendations and support to the entity for the ongoing operation of the CNRs.
This senior role within the onsite delivery team's principal focus is the CNRs, but will also support the National Facilities Manager in providing leadership in strategy, planning, mentoring and team technical upskilling, and contribute to ongoing innovations in the wider WoAG on account team at JLL.
Partnering with the Client/Stakeholder(s)
Proactively engage client stakeholders to ensure that on site tenant's expectations are met
Build, develop, and maintain effective client / stakeholder relationships across multiple levels of the organisation
Operations management
Ensure the facilities at the CNR sites (Bullsbrook and Mickleham) are properly managed
Maintain operating plans for sites' readiness and use under multiple scenarios, including but limited to: When the site is not being utilised for any purpose
During short term emergency such as flood or bushfire
During long term emergencies (e.g. pandemic)
During assignment (partial or total) to third parties
Provide facilities' costs and standup capability briefing/information to the entity
Design, organise and run routine mock/trial scenarios to establish readiness timeframes and ensure these can be met consistency
Document and provide handover training to any third parties assigned to either CNR
Manage performance of all JLL staff supporting CNR function in line with their duties, including entity expectations, WoAG contract requirements, site readiness regimes, vendor management, etc
Provide regular briefing to entity on CNRs' readiness for operations
If CNR transfer to third party is required, lead transition activity.
Create and maintain a site field manual that accurately documents all negotiated financial and procedural agreements between building owner and users for all CNRs
Ensure compliance with statutory regulations on fire, health and safety standards
Recommend continuous quality improvement practices and implement Industry Best Practice operations
Implement building procedures and performance measures and ensure they are always maintained
Manage, negotiate, and communicate effectively with contractors, clients and onsite staff
Ensure all Critical Environment (CEM) requirements are met
Review existing operations regularly to reduce costs, improve operational standards, and implement resource efficiency and sustainability initiative
Ensure disaster recovering and business continuity plans are implemented and maintained
Keeping the numbers in check
Actively work to ensure that the site's financial operations are meeting or exceeding targets and control requirements including the JLL Code of Ethics
Ensure financial processes are always followed
Ensuring everyone stays safe
In collaboration with WoAG Risk and Compliance Director, establish incident response processes for each CNR, acknowledging their isolated working environments
Take a lead role in the management of all incidents arising, ensuring all details are reported to the entity and JLL in accordance with each's incident reporting and management frameworks.
This role has the responsibility and duty of care to work safely, taking reasonable care to protect their own health and safety and that of fellow workers and visitors and to comply with the requirements of the health and safety guidelines, policies and rules.
Report and escalation of WHS near miss/good catches and incidents in accordance with CMO reporting tool and escalation matrix.
Keeping an eye on the site & operations
Recommend continuous quality improvement practices and implement Industry Best Practice operations
Continuously monitor contractor performance and suitability for works onsite, ensuring works are delivered within the WoAG contract service level agreements and to a high standard
Maintain up-to-date asset information within JLL's asset management platforms, providing updates and undertaking regular gap analyses
