Department of Primary Industries and Regions

Job reference: 698186

Location: LOXTON

Job status: Short Term Contract

Eligibility: Open to Everyone

The Opportunity

We have an opportunity for a Manager, Compliance and Investigation to be part of our Biosecurity Division within the Department of Primary Industries and Regions.

The Manager, Compliance and Investigation contributes to the goals and objectives of the Fruit Fly Emergency Response Program by providing leadership and oversight for the Response's Compliance and Investigation work. This includes close interaction with the Response's Market Access and Operations teams which are currently located in the SA Riverland.

The Biosecurity Strategy for South Australia compliments the National Biosecurity System and forms the framework of high-level directions for State policy and Biosecurity activities, procedures and legislation which serves to minimise the risks and impacts of incursions, promote early detection and assist in management and eradication of pests and diseases that could damage production systems and biodiversity. Biosecurity surveillance and investigation is vital to ensure compliance with our various legislative requirements. Working within this context, the Manager contributes significantly to the achievement of PIRSA's compliance objectives through providing expert leadership for the planning, conduct and management of complex and sensitive investigations into legislative breaches within the Fruit Fly Emergency Response Program.

The potentially broad range of complex complaints and reports, concerning alleged breaches of the Biosecurity legislation, are referred to this position in the first instance. The incumbent will undertake assessment of the potential breach to determine the direction and character of actions to be taken. Working within this context the position is also responsible for the complex and expert interpretation of the Plant Health Act, 2009 and for the submission of reports, documents, briefings and evidence to the Crown Solicitor for consideration of the breach's prosecution potential or merit.

Investigations delivered by the incumbent may involve significant interagency collaboration, necessitating considerable communication and interpersonal skills to develop and maintain critical relationships and networks across a broad stakeholder base.
