Project Delivery and Change Management focus. Redesigned service and technology system. SES-1 for 18 months.
This Victorian Government entity is undergoing a significant transformation of their core business processes to improve efficiencies and client service. Specifically this program of work includes implementing a redesigned service model enabled by a new core technology system while also assisting with changes in organisation structure to support these new processes. This program will fundamentally reshape how work is prioritised and delivered.
As Program Director for this program, you will lead the end-to‑end implementation of the new service delivery model and case management system which brings together improvement in business processes and technology, resulting in improved delivery times, increased capacity, and significantly improved client service.
Key Responsibilities
* Strategic Leadership – Define and communicate a clear program vision aligned with organisational strategy; ensure benefits realisation and value tracking throughout the lifecycle.
* Program Management – Lead, shape, and deliver a program of work to achieve intended objectives, including driving the initiation, planning and execution of all associated deliverables.
* People Leadership – Lead and manage a multidisciplinary cohort of project team members (20 to 25), supporting, understanding, and coaching them to build on capability and adopt enhanced ways of engaging internally and externally.
* Change Management – Provide strong leadership during periods of change, inspiring and motivating teams to embrace new ways of working; develop and execute organisational change strategies, including stakeholder engagement, training, and adoption plans to embed new ways of working.
* Governance & Risk – Establish and maintain program governance frameworks, including risk & issue management, and relevant reporting to executive leadership, Audit Committees and Boards. Chairing and facilitating decision‑making at all Program Steering Committees.
* Vendor & Commercial Oversight – Lead vendor engagement and contract negotiations; manage systems integration and hold partners accountable for delivery, quality, and cost.
* Portfolio Alignment – Coordinate interdependencies across related programs and projects; ensure alignment with enterprise transformation roadmap.
* Technical Delivery – Oversee data migration, integration, and system readiness activities; ensure robust testing and cutover planning to minimise disruption.
* Stakeholder Engagement – Actively engage with executive leadership and key stakeholders to ensure program alignment; collaborate with subject matter experts and business stakeholders at all levels of the organisation.
Key Selection Criteria
This role requires an executive with experience in the implementation of a new service delivery model and new technology in a complex operational environment. The successful candidate will likely have experience working in or with a public sector organisation focused on service delivery to a wide range of clients. Candidates should:
* Hold relevant project management or program management qualifications such as PRINCE2, PMBOK, Diploma in Project Management, or MSP.
* Have relevant Change Management qualifications (e.g., Prosci or Change Management Practitioner).
* Be proficient in project scheduling tools such as Microsoft Project or similar.
* Have led business transformation/improvement programs or projects for large/complex organisations, managing the end‑to‑end project lifecycle including initiation, detailed project planning, implementation, controlling, reporting, and formal project closeout including post‑implementation reviews.
* Demonstrate a track record developing a strong understanding of business and systems, fostering innovative solutions and coordinating diverse subject matter experts and stakeholders.
* Show ability to develop well‑considered solutions to emerging risks and issues.
* Prove ability to establish and maintain stakeholder expectations, satisfaction, and constructively manage issues to ensure positive outcomes.
* Be a strategic thinker able to apply this to the management of this program.
* Possess effective influencing skills and an ability to understand and communicate a big‑picture perspective.
