Senior Director, Strategy Innovation and Responsive Regulation
Full-time TemporaryDetails: Education and Care Regulation and Support is seeking an expression of interest to fill a temporary Senior Director position.
Education and Care Regulation and Support (ECRS) is the ACT Regulatory Authority administering legislation covering approved childhood education and care services and licensed childcare services in the ACT.
The role requires leadership and expertise in delivering and briefing on regulatory services, including monitoring policy and communications functions and overseeing reviews of regulatory decisions. A strong knowledge of regulatory law is also desirable. In addition, experience in government, managing people and stakeholder engagement is critical for this position.
The Senior Director is responsible for:
Leading on ECRS's regulatory responsibilities, governance, strategy, accountability and policy.The ongoing administration of the educate and inform function for education and care services and the development and review of strategy relating to the conduct of regulatory responsibilities.Management and oversight of submissions, briefs, ministerial correspondence and national briefing.Management of reviews and litigation arising from compliance actions.
Working collaboratively with the Directorate's executive and regulators to support compliance with legislative and statutory obligations, including in ACT public preschools. Relevant legislation includes the Early Childhood Education and Care Act 2010, ACT Education Act 2004, the Teacher Quality Institute Act and Reportable Conduct Law.Representing the Directorate on National Early Childhood forums and reporting to and providing strategic advice to the senior executive and Government on matters relating to the regulatory portfolio.Contract management of ACT and National policy initiatives.Development and implementation of legislative reform.We are committed to creating an inclusive environment where people with diverse thoughts, lived experience, and perspectives can thrive and contribute their unique talents to the ACTPS and ACT community. Eligibility/ Other Requirements: Qualifications in Management, Law and/or Education would be highly desirable.Demonstrated knowledge and experience in managing multi-disciplinary teams, ability to provide strategic and innovative leadership, and management of a diverse and complex workload.Demonstrated high level leadership and expertise in delivering in a regulatory environment, including monitoring compliance and instructing on litigation.Demonstrated ability to provide high-level advice on regulatory issues including an ability to interpret legislation to implement the ACT Government's regulatory responsibilities.Evidence of highly developed interpersonal skills, high level written communication skills, and the ability to foster partnerships, liaise and consult with key stakeholders.Provide leadership and supervision to manager, team leaders and senior project officers in ECRS, including the assessment of their professional development needs and recommend appropriate professional development programs.Demonstrated knowledge and understanding of the Education and Care Services National Law (ACT) Act 2011, the Children and Young People Act 2008, the Education and Care Services National Regulations 2011 and ACT Childcare Services Standards 2009, and how they impact on education and care services in the ACT.Demonstrated commitment to the ACT Government's Respect, Equity and Diversity Framework and proven ability to lead safe work practices that are in accordance with the Directorate's Work Health and Safety policies, procedures and roles and responsibilities.Note: This is a temporary position available 16 June 2025 until 15 August 2025.
