The Section Manager Advisory will lead a team of approximately 4 lawyers and 2 professional support staff, who are responsible for providing advice in relation to:
* public law, especially statutory interpretation matters involving aviation legislation;
* commercial law, especially in relation to procurement; and
* information law, especially compliance with freedom of information and privacy-related obligations.
The Section Manager Advisory will report to and work closely with the National Manager Legal Services and will engage across all business areas in CASA, with a view to ensuring existing and potential legal risks are identified and effectively addressed. The Section Manager will be the focal point for the implementation and coordination of advisory legal services.
The preferred location for the role is Canberra. Brisbane and Sydney are equal second preference and Melbourne is third. Other CASA Office locations will only be considered if suitable candidates cannot be found in more preferred locations. The aim is to find the strongest candidate, but location will be a factor if candidates are otherwise close.
The Section Manager Advisory will support CASA managers and staff by overseeing the provision of advice; and are responsible for the following deliverables, which represent an ongoing body of work:
Provision of legal advice in relation to public law, commercial law, aviation law and information law matters;
* Developing, maintaining, and actively working to ensure compliance with CASA’s legal policy and practice procedures, manuals and supporting documents;
* Ensuring a consistently high quality is reflected in Legal, International and Regulatory Affairs Division’s legal work products in a timely and usable form;
* Supporting and mentoring the advisory lawyers and legal support staff;
* Managing CASA’s freedom of information and privacy function;
* Ensuring that CASA meets its reporting and other obligations in relation to information law;
* Working with CASA’s training specialists, developing, delivering, and arranging high-quality legal training and instruction for CASA staff and managers;
* Lead and exemplify workplace safety, diversity and inclusivity, participative management and environmental management in the workplace and act in accordance with CASA’s Values and Code of Conduct;
* s a leader you will support CASA to establish and maintain a positive health and safety culture, including psychosocial wellbeing, in the workplace and to consult with workers and others when making decisions that may impact upon the health, safety and wellbeing of those in the workplace; and
* As an employee, contribute to maintaining a positive health and safety culture at CASA, including psychosocial wellbeing in the workplace and will provide my input, where appropriate, to decisions that may impact upon my health, safety and wellbeing in the workplace.
Section Managers in the Legal Services Branch are defined within the Professional Services classification which provides for a competitive salary level for the legal industry to be recognised.
The Professional Services classification banding for this role is $131,860 - $232,691 but the full range of this banding is not used in Legal Services Branch. In setting expectations of this role, candidates can reasonably expect a salary offer commensurate with their experience, below $190,000.
Our ideal candidate must demonstrate the following:
* Strong experience in public law and statutory interpretation advice is highly desirable.
* Experience in at least one of the following areas of law, or the ability to quickly acquire the knowledge about areas the candidate does not yet have experience in:
* Experience specifically interpreting and advising about aviation legislation, as opposed to more general public law and statutory interpretation experience;
* Commercial law, especially in relation to procurement; and
* Information law, especially compliance with freedom of information and privacy-related obligations.
* Demonstrated management capabilities and the ability to drive change in a multi-disciplined technical environment and across a geographically dispersed network with lawyers in Canberra, Brisbane and Sydney.
* Demonstrated ability to exercise sound judgement in complex, sensitive and time critical situations.
* Effective leadership, organisational and time management abilities.
* Ability to engage with Aboriginal and Torres Strait Islander employees in a sensitive, respectful, and equitable manner.
* Promotion of workplace safety, equity and diversity, and act in accordance with the CASA Values and Behaviours.
Eligibility requirements
Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988. The following eligibility requirements apply to this position:
* At minimum, prospective CASA employees must undergo pre-employment screening. You must be willing to provide required information to successfully undergo a police record check.
* Must be an Australian citizen.
* Currently holds a Commonwealth security clearance to Baseline or have the ability to obtain and hold a clearance at this level.
* Qualifications
* Tertiary qualifications in law and admission as a legal practitioner of the High Court or a Supreme Court of a State or Territory.
* At least 7 years post qualification experience.
