About the role

In this role, you’ll partner across the entire organisation and with key external agencies to deliver accurate, timely annual financial reporting, with a sharp focus on ensuring the City’s property, infrastructure, plant and equipment are complete and fairly valued.

As Manager, Financial Reporting you’ll also work closely with the Chief Financial Officer to champion innovation, drive continuous improvement, and embed sustainable financial management practices that elevate service delivery across the City.

Work type: Permanent, full‑time position.
Classification: SPL $172,375 pa plus super.

Key responsibilities

- Inspire and empower the Financial Reporting team, driving a culture of accountability, innovation and continuous improvement.
- Partner with senior leaders across Financial Services and the wider organisation to strengthen financial management skills, clarify key financial responsibilities and support a robust internal control setting.
- Provide strong operational leadership, fostering an inclusive, customer‑focused and accountable culture where people feel supported to do their best work.
- Champion change and lead by example, demonstrating resilience, self‑awareness, inclusivity, and a commitment to cross‑functional collaboration.
- Oversee resource allocation and budget planning to keep operations running efficiently, with regular tracking and reporting against departmental performance goals.
- Ensure core financial accounting and accounts payable services are delivered efficiently, accurately and in line with industry best practice.
- Champion the use of effective systems and processes, ensuring all activities align with organisational policies, governance frameworks, professional standards and regulatory requirements.
- Lead best‑practice accounting for the City’s property, infrastructure, plant and equipment, working closely with Asset Management, Capital Program Steering Committees and Project Managers to ensure timely asset recognition and fair valuation in line with Australian Accounting Standards.
- Oversee the preparation and delivery of the Annual Financial Statements and Performance Statement, ensuring full compliance with legislation, accounting standards and Council policies.
- Manage the City’s cash and investments strategically, maximising financial returns while adhering to policy and sound governance.
- Provide high‑level strategic advice to the CFO and Executive Leadership Team on financial implications of current laws, regulations and proposed legislative changes.
- Ensure accurate and timely monthly, quarterly and annual financial reporting to Council, the Audit and Risk Committee and other key stakeholders.

About you

To be successful in this role you will have a tertiary qualification in accounting and significant professional experience in financial reporting in a comparable organisation. In addition you will be a Chartered Accountant or hold a CPA professional qualification.

Essential experience

- Deep understanding of legislation, policies and best‑practice frameworks governing financial management and strong internal control environments.
- Proven people‑leadership skills, with the ability to support, influence and cultivate a high‑performing, positive team culture.
- Strong negotiation, writing, presentation and public‑speaking skills, enabling effective stakeholder influence and support for departmental objectives.
- Highly developed problem‑solving and stakeholder‑management capabilities, with a talent for building cooperation, trust and productive partnerships.
- Demonstrated experience leading teams through change, ensuring clear communication and strong stakeholder engagement throughout the process.
- Strong business planning and management skills, including budget development, financial and resource management and delivering complex reporting aligned to strategic goals and KPIs.
- Proven project‑management experience, with the ability to deliver small to medium projects on time, on budget and to a high standard.
- Preferred candidates will be required to undergo a National Police Check and a Working with Children Check as part of the recruitment process (funded by the City).
