The Estimator is responsible for preparing accurate and competitive cost estimates for reinforced concrete substructure and superstructure packages across building and civil engineering projects. The role requires analysis of tender documentation, preparation of bills of quantities, liaison with subcontractors and suppliers, and detailed cost analysis of labour, plant, and materials.
The Estimator plays a critical role in ensuring PCF delivers successful tenders that reflect market conditions, project risks, and buildability considerations. The role requires strong technical knowledge, commercial awareness, and the ability to work collaboratively with internal teams and external partners.
KEY RESPONSIBILITIES
Tender Preparation
· Analyse tender documentation to identify scope of works, packages, and material requirements.
· Prepare bills of quantities and schedules of works (or audit externally prepared BOQs).
· Draft tender queries to clarify scope and requirements.
· Liaise with planning and project teams to establish best practice build methodology and labour requirements.
· Source, send, and evaluate subcontractor and supplier enquiries, in consultation with Project Managers and Buyers.
· Prepare detailed cost analyses for labour, plant, and materials.
· Compile tender submissions for adjudication prior to bid submission.
· Attend adjudication meetings with Directors to finalise content and costs.
Project & Business Support
· Liaise with clients, consultants, and design teams during the pre-contract phase.
· Support the development of construction budgets for handover to delivery teams.
· Contribute to value engineering and buildability reviews.
· Provide up-to-date and accurate cost information for business reporting and forecasting.
Compliance & Governance

Ensure estimates comply with company policies, procedures, and governance standards.

Maintain awareness of environmental and OHS responsibilities in line with company objectives.
REQUIRED & DESIRABLE SKILLSETS
Required:
· Demonstrated experience as an Estimator in reinforced concrete frame construction (substructure and superstructure).
· Construction-related degree (Civil Engineering or Quantity Surveying) or equivalent industry experience.
· Strong knowledge of labour, plant, and material costs.
· Ability to interpret and question tender documentation, drawings, and design information.
· High level of computer literacy, including MS Office and estimating software (e.g. Conquest, Causeway, CCS).
· Strong written and verbal communication skills.
· Ability to work independently under tight deadlines.
