The position of Right to Information Decision Maker autonomously manages, coordinates and processes requests for information under relevant legislation, assisting patients, their families and other interested parties (including general members of the public, media organisations and journalists) to access information and documents held by CHQ. The decision-maker forms a part of a core information access team which functions alongside Legal Services, and reports through a Manager, to the Director, Legal Services.

About the Role

In this role you will deliver quality outcomes for children, young people and families (Leader of Self) in accordance with the Children's Health Queensland Leadership Excellence Framework and the Queensland Public Service and the CHQ values. Your contribution will include:

* Triage applications for access under the RTI Act, to ensure requests are properly interpreted, acknowledged and processed, in accordance with the relevant legislation including within statutory processing timeframes.
* Act as a primary point of contact for RTI related requests, to applicants and within CHQ, for release of patient and other CHQ held information.
* Review CHQ records (such as patient charts, internal and external correspondence, reports or reviews) to assess and make a decision about release in accordance with the RTI legislation.
* Prepare and write reasons for decisions about release of information, using templates as a base, through sound analysis and reasoning using case law precedent and guidance material issued by the Office of the Information Commissioner.
* Correspond and consult on proposed decisions, including through informal and formal briefing within CHQ and to third party's potentially impacted by a proposed decision (including people and State agencies/bodies).
* Maintain an accurate detailed record of all liaison activities and correspondence relating to each request and maintain an effective follow up system on all requests received, bearing in mind strict statutory timeframes.
* Manage all processes associated with an applicant seeking external review by the Information Commissioner, as required.
* Maintain a working knowledge of current legislation and policy relevant to this area of work and use this knowledge to perform tasks across various functions within the Health Information Access team, as required from time to time by the Manager.
