The Program Director, Delivery Strategy, Capability and Partnerships will report directly to the Executive Group Manager, Delivery – Housing. Primary responsibilities of the role will include: Provide strategic leadership to sourcing, negotiating and securing a land and development pipeline of projects to grow the Housing ACT managed residential portfolio to 13,200, and assume primary accountability for the ongoing performance of the project delivery at a program level by the end of 2030. Set strategic directions to the development of procurement methodologies and delivery strategies for the housing program for the Territory, and in the context of broader industry capacity and environment, and provide expert advice to the Director General, Head of Service, Ministers and Cabinet in relation to their decisions. Foster strategic trust and lateral thinking culture with executives at individual ACT Government Directorates/agencies, particularly the Housing Coordinator General, in supporting the development of key housing-related policies, programs, and communications to ensure effective and sustainable implementation of Governments housing-related priorities. Drive iCBR program objectives by influencing relationships and partnerships with government stakeholders, industry bodies, innovation leaders and suppliers connected to residential construction, public, community and social housing developments, development finance (public and private). Accountable for the procurement outcomes with the private sector, particularly in relation to technical, commercial, design, planning and environmental matters for turn-key and fund-through type of market-initiated acquisitions. Ensure robust risk management processes and strategies are in place to deal with contractual/commercial risks as soon as they are identified. Eligibility/Other Requirements: Positions classified as an Infrastructure Manager/Specialist require the occupant to hold recognised qualifications and/or experience in one or more of the following fields: Mandatory: Engineering – a four-year degree or higher qualification accredited by Engineers Australia or Professionals Australia for recognition as a Professional Engineer (including recognition of equivalent overseas Engineering qualifications) and a minimum of ten years relevant experience in Engineering; or Architecture – a three-year degree or higher qualification accredited by an Australian State or Territory architecture authority for recognition as a Professional Architect (including recognition of equivalent overseas qualifications) and a minimum of ten years relevant experience in Architecture; or Project Management – either: A diploma in Project Management accredited by an Australian State or Territory tertiary education institution or an equivalent overseas qualification that is eligible for reciprocal recognition in Australia and a minimum of ten years relevant experience in project management; or Certification by a professional body, such as the Australian Institute of Project Management (AIPM), to the level of Certified Practicing Project Director (CPPD) or Certified Practicing Portfolio Executive (CPPE), in addition to a relevant degree or higher qualification issued by an Australian State or Territory tertiary education institution or an equivalent overseas qualification that is eligible for reciprocal recognition in Australia and a minimum of ten years relevant experience in project management; or Have at least 10 years’ relevant experience in project management, as described in the work levels. Desirable : The position requires substantial experience in managing significant development or construction large-scale program with a commercial mindset. Knowledge of the ACT Government or other State Government procurement and delivery processes would be highly regarded.
